5. APPROVE AGREEMENT WITH THE ORANGE COUNTY DISTRICT ATTORNEY'S OFFICE FOR\nPROSECUTION SERVICES\nThat the City Council approve the agreement between the City of La Habra and the Orange County District\nAttorney for the Criminal Prosecution of City of La Habra ordinances.

APPROVE APPLICATION SUBMITTAL FOR AN IMPROVEMENT PROJECT TO THE ORANGE\nCOUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE ENVIRONMENTAL\nCLEANUP, TIER 1 GRANT PROGRAM FOR FISCAL YEAR 2023-2024\nThat the City Council APPROVE AND ADOPT RESOLUTI ON NO. ____ ENTITLED: A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AUTHORIZING AN\nAPPLICATION FOR FUNDS FOR THE ENVIRONMENTAL CLEANUP, TIER 1 GRANT PROGRAM\nUNDER ORANGE COUNTY LOCAL TRANSPORTATION ORDINANCE NO. 3 FOR FULL TRASH\nCAPTURE SYSTEM INSTALLATIONS.

7. APPROVE A MONTH-TO-MONTH AGREEMENT WITH VALLEY MAINTENANCE CORPORATION\nFOR CUSTODIAL AND RELATED SERVICES AT CITY FACILITIES\nThat the City Council authorize a month-to-month agreement with Valley Maintenance Corporation for\ncustodial and related services at various City facilities.

APPROVE AN AGREEMENT WITH RAFTELIS FINANCIAL CONSULTANTS, INC. IN THE AMOUNT\nOF $72,425 TO CONDUCT A WATER AND SEWER RATE IMPACT FEE STUDY\nThat the Utility Authority:\nA. Waive formal bidding requirements per the La Habra Municipal Code, Section 4.20.080(B) when a service\nfirm has established such a successful past history of work with the City that it is clearly in the public interest\nnot to negotiate with any other source; and,\nB. Approve and authorize the Executive Director to execute a professional services agreement with Raftelis\nFinancial Consultants, Inc., in an amount not to exceed $72,425 to review and revise, as necessary, the\nUtility Authority's five-year Water and Sewer Fund financial plan and rate structure.
