PRESENTATION BY THE CITY OF LA HABRA PUBLIC WORKS DEPARTMENT\nPUBLI C COM M ENTS: When addressing the La Habra City Council, please complete a Speaker's Card before\nleaving the Council Chamber.\nGeneral Public Comments shall be received at the beginning of the governing body meeting and limited to three\n(3) minutes per individual, with a total time limit of 30 minutes for all public comments, unless otherwise modified\nby the Mayor or Chair. Speaking time may not be granted and/or loaned to another individual for purposes of\nextending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.\nThe general Public Comment portion of the meeting allows the public to address any item of City business not\nappearing on the scheduled agenda. Per Government Code Section 54954.3(a), such comments shall not be\nresponded to by the governing body during the meeting.

APPROVE THE CITY'S PROPERTY INSURANCE POLICY RENEWAL FOR A ONE-YEAR TERM\nThat the City Council authorize the City Manager to renew the City's property insurance policy for all City-\nowned properties with Travelers Property Casualty Company of America. If approved, the term of the policy\nwill be from March 1, 2024, through March 1, 2025, with a $5,000 deductible at an annual premium cost of\n$137,588.

APPROVE THE CITY'S EXCESS WORKERS' COMPENSATION INSURANCE POLICY RENEWAL\nFOR A ONE-YEAR TERM FROM MARCH 20, 2024, THROUGH MARCH 20, 2025\nThat the City Council authorize the City Manager to renew the City's excess Workers' Compensation\nreinsurance policy with Safety National Casualty with a policy limit of $50 million and a Self-Insured Retention\n(SIR), or deductible, of $1 million per claim for all employees at an annual premium cost of $230,709 for the\nperiod of March 20, 2024, through March 20, 2025.

7. APPROVE AWARD OF CONSTRUCTION CONTRACT TO MDJ MANAGEMENT, LLC, FOR THE\nCHILDREN'S MUSEUM ROOF & HVAC IMPROVEMENTS, CITY PROJECT NO. 8-B-23\nThat the City Council:\nA. Approve to waive the competitive bidding process per La Habra Municipal Code Section 4.20.070 (C)\n"Exceptions to bidding requirement for purchase of goods and services"; and\nB. Award a contract to MDJ Management, LLC. for the Children's Museum Roof and HVAC Improvements,\nCity Project No. 8-B-23; and\nC. Authorize the City Manager to execute an agreement with MDJ Management, LLC., and authorize staff to\nissue a purchase order to MDJ Management, LLC, in the amount of $1,226,328, which includes a 20 percent\n(20%) contingency; and,\nD. Allocate an additional $726,328 from the Facility Improvement Reserve to fully fund the Children's Museum\nRoof and HVAC Improvements, City Project No. 8-B-23.

CC 2024-____ ENTITLED: A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AUTHORIZING THE CITY\nMANAGER, OR DIRECTOR OF FINANCE, OR CHIEF OF POLICE TO SERVE AS THE CITY'S\nAUTHORIZED AGENTS TO EXECUTE FOR AND ON BEHALF OF THE CITY OF LA HABRA ANY\nACTIONS NECESSARY FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE\nPROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY FOR THE EMERGENCY\nMANAGEMENT PERFORMANCE GRANT (EMPG) FOR FEDERAL GRANT YEAR 2023, FEDERAL\nGRANT YEAR 2024, AND FEDERAL GRANT YEAR 2025; and,\nB. Approve and authorize any of the designated Authorized Agents to execute EMPG related Grant\nAssurances, Certification, Terms and Conditions, and Agreements to transfer funds for Federal Grant Years\n2023, 2024, and 2025.
