OC GRANT\nPROGRAM\nThat the City Council approve a Workforce Innovation Opportunity Act (WIOA) payment of $58,800 to the\nNurses Development Center, Inc. as part of the Ready S.E.T. OC Grant Program.

APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE WORKFORCE\nINNOVATION AND OPPORTUNITY ACT (WIOA) YOUTH PROGRAM SERVICES CONTINUED\nFUNDING APPLICATION FOR FISCAL YEAR 2024-2025\nThat the City Council:\nA. Approve and authorize the City Manager to execute the submission of a Request for Proposal for the\nWorkforce Innovation and Opportunity Act (WIOA) Youth Program Services, RFP #012-2522804-JM; and,\nB. Approve and adopt RESOLUTI ON NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL OF THE\nSUBMITTAL OF A RESPONSE TO THE ORANGE COUNTY WORKFORCE INNOVATION AND\nOPPORTUNITY ACT (WIOA) YOUTH PROGRAM SERVICES RFP #012-2522804-JM FOR FISCAL\nYEAR 2023-2024.

12. WARRANTS: APPROVE NOS. 00142859 THROUGH 00143017 TOTALING $998,827.40\nThat the City Council approve Nos.00142859 through 00143017 totaling $998,827.40.

4. APPROVE AWARD OF CONTRACT TO F.S. CONTRACTORS, INC., FOR CONSTRUCTION OF THE\nALLEY IMPROVEMENT PROJECT, ALLEYS NO. 1 AND NO. 83, CITY PROJECT NO. 3-R-21\nThat the City Council:\nA. Approve the Project Specifications for the Alley Improvement Project, Alleys No. 1 and No. 83, City\nProject No. 3-R-21;\nB. Award a construction contract for the Alley Improvement Project, Alleys No. 1 and No. 83, City Project\nNo. 3-R-21 to F.S. Contractors, Inc., of Sylmar, California, in the amount of $139,700 and reject all other bids;\nand,\nC. Authorize the City Manager to execute an Agreement with F.S. Contractors, Inc., and authorize staff to\nissue a purchase order to F.S. Contractors, Inc., in the amount of $167,640, which includes a 20 percent\ncontingency.

5. APPROVE AN INCREASE TO THE MIKE BUBALO CONSTRUCTION CO. INC. EMERGENCY\nPURCHASE ORDER FOR EAST BISHOP DRIVE STORM DRAIN IMPROVEMENT PROJECT,\nPROJECT NO. 1-D-16\nThat the City Council:\nA. Approve the use of available budgeted American Rescue Plan Act ("ARPA") funds in the amount of\n$138,767.58 to fully fund the emergency work completed by Mike Bubalo Construction Co. Inc.; and,\nB. Authorize staff to increase Mike Bubalo Construction Co. Inc.'s Emergency Work Purchase Order from\n$750,000.00 to $888,767.58.

6. APPROVE A RESOLUTION AUTHORIZING SUBMITTAL OF APPLICATION(S) FOR ALL\nCALRECYCLE GRANTS FOR WHICH THE CITY OF LA HABRA IS ELIGIBLE\nThat the City Council APPROVE AND ADOPT RESOLUTI ON NO. CC 2024-__ ENTITLED: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AUTHORIZING\nSUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF LA\nHABRA IS ELIGIBLE.

7. APPROVE EXHIBITION RENTAL AGREEMENT WITH OMAHA CHILDREN'S MUSEUM\nThat the City Council approve the rental of the Dinosaur Safari Exhibit from Omaha Children's Museum for a\nfee of $47,000 to be paid over the period from February 1, 2024, to February 1, 2025.

8. APPROVE A GRANT AGREEMENT WITH PROVIDENCE ST. JUDE MEDICAL CENTER\nACCEPTING FUNDING IN THE AMOUNT OF $85,000\nThat the City Council approve and authorize the City Manager to execute a grant agreement with Providence\nSt. Jude Medical Center accepting funding in the amount of $85,000 to fund the cost of a grant writing\nconsultant for health and wellness programs, fitness equipment for senior exercise in the Community Center\nExpansion, and a community garden project at San Miguel de Allende Park.

9. APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE SIXTH AMENDMENT TO\nTHE CITY'S WORKFORCE INNOVATION OPPORTUNITY ACT (WIOA) AGREEMENT FOR YOUTH\nPROGRAM SERVICES WITH THE COUNTY, CONTRACT NO.MA-012-20011848\nThat the City Council:\nA. Approve and authorize the City Manager to execute the Sixth Amendment to the Workforce Innovation\nOpportunity Act (WIOA) Agreement for Youth Program Services with the County of Orange, increasing the\nCity's Ready S.E.T. OC program funding by $260,000 for a maximum funding of $2,440,915 for fiscal year\n2023-2024; and,\nB. Authorize the appropriation of the additional funding to the Employment & Training Division 2023-2024\nadopted budget.
