CALLING OF NOVEMBER 5, 2024, GENERAL MUNICIPAL ELECTION\nThat the City Council approve and adopt State required resolutions pertaining to the November 5, 2024,\nGeneral Municipal Election as follows:\nA. APPROVE AND ADOPT RESOLUTI ON NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CALLING AND GIVING NOTICE OF\nTHE HOLDING OF A GENERAL MUNICIPAL ELECTION ON TUESDAY, NOVEMBER 5, 2024, FOR\nTHE PURPOSE OF ELECTING THREE MEMBERS OF THE CITY COUNCIL;\nB. APPROVE AND ADOPT RESOLUTI ON NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, REQUESTING THE ORANGE COUNTY\nBOARD OF SUPERVISORS TO CONSOLIDATE THE CITY'S TUESDAY, NOVEMBER 5, 2024,\nGENERAL MUNICIPAL ELECTION WITH OTHER ELECTIONS ADMINISTERED BY THE COUNTY\nREGISTRAR OF VOTERS ON THAT DATE; AND,\nC. APPROVE AND ADOPT RESOLUTI ON NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, ADOPTING REGULATIONS RELATING\nTO CANDIDATE STATEMENTS OF CANDIDATES FOR ELECTIVE OFFICE AT THE TUESDAY,\nNOVEMBER 5, 2024, GENERAL MUNICIPAL ELECTION.

4. APPROVE DENIAL OF LIABILITY CLAIM OF MR. JOHN HAMO\nThat the City Council deny the claim of Mr. John Hamo in order to set a definite six-month Statute of\nLimitations date.

5. APPROVE CONFLICT OF INTEREST CODE - BIENNIAL NOTICE OF REQUIRED AMENDMENTS\nThat the City Council:\nA. Receive and file the 2024 Local Agency Biennial Notice to Amend the Conflict of Interest Code for\ndesignated employees of the City of La Habra;\nB. Direct staff to notice and report any public comments to City Council for consideration; and,\nC. Direct staff to prepare a revised Conflict of Interest Code within 90 days for submittal to the City Council\nfor final approval and adoption.

6. APPROVE TO ACCEPT DEED OF A UTILITY EASEMENT FOR 251-351 WEST IMPERIAL HIGHWAY\nThat the City Council:\nA. Approve to accept the offer of a dedication of a sewer easement at 251-351 West Imperial Highway; and,\nB. Approve and authorize the recordation of the Deed of Easement with the County of Orange.

7. APPROVE AND ADOPT THE MEASURE M2 SEVEN-YEAR CAPITAL IMPROVEMENT PROGRAM\nAS PART OF THE MEASURE M2 ELIGIBILITY SUBMITTAL TO ORANGE COUNTY\nTRANSPORTATION AUTHORITY FOR FISCAL YEAR 2024-2025\nThat the City Council:\nA. Approve and adopt the Measure M2 Seven-Year Capital Improvement Program (CIP) for Fiscal Year\n2024-2025; and,\nB. Authorize staff to submit the required documents to the Orange County Transportation Authority (OCTA)\nto comply with the Measure M2 eligibility requirements for Fiscal Year 2024-2025.

8. APPROVE BISHOP DRIVE STORM DRAIN REPAIR SETTLEMENT AGREEMENT BETWEEN CLAY\nAND JOANNE MORGAN AND THE CITY OF LA HABRA\nThat the City Council:\nA. Approve and authorize the City Manager to execute a settlement agreement between Clay and Joanne\nMorgan and the City of La Habra in the amount of $94,073.57 to settle any and all claims in connection with\nthe repairs and remaining work at their property on Bishop Drive; and,\nB. Approve and authorize staff to issue a check in the amount of $94,073.57 from the General Capital\nImprovement Fund to Clay and Joanne Morgan.
