1. PROCEDURAL WAIVER: Waive reading in full of resolutions and ordinances and approval and adoption of same by reading title only.

2. APPROVE DENIAL OF LIABILITY CLAIM OF ROSELLA AND TEODDY QUION That the City Council deny the claim of Rosella and Teoddy Quion in order to set a definite six-month Statute of Limitations date.

3. PROPOSED RESPONSE TO THE 2025-2026 ORANGE COUNTY GRAND JURY REPORT: "CALIFORNIA HOUSING MANDATES: THE UNINTENDED RESHAPING OF ORANGE COUNTY NEIGHBORHOODS" That the City Council: A. Receive and file this report; B. Authorize the Mayor to sign the attached response letter to the Orange County Grand Jury; and, C. Direct staff to submit the signed response letter to the Orange County Grand Jury.

4. APPROVE INITIATION OF AMENDMENTS TO MAKE MINOR CHANGES TO THE ZONING CODE TO PROVIDE GREATER CLARITY AND INTERNAL CONSISTENCY That the City Council direct staff to initiate amendments to make minor changes to the Zoning Code to provide greater clarity and internal consistency.

5. APPROVE AND AUTHORIZE THE CITY MANAGER TO ENTER INTO THREE-YEAR AGREEMENTS FOR PROFESSIONAL GENERAL AND SPECIALIZED PLANNING SERVICES That the City Council approve and authorize the City Manager to enter into three-year agreements with (1) Environmental Science Associates, (2) Interwest Consulting Group, (3) PlaceWorks Inc., and (4) RRM Design Group to provide professional general and specialized planning services on an as-needed basis.

6. APPROVE A MONTH-TO-MONTH AGREEMENT WITH EJL BUILDING SERVICE INC., FOR CUSTODIAL AND RELATED SERVICES AT CITY FACILITIES That the City Council authorize a month-to-month agreement with EJL Building Service Inc. for custodial and related services at various City facilities.

7. APPROVE A WORKFORCE INNOVATION OPPORTUNITY ACT (WIOA) GRANT PAYMENT IN THE AMOUNT OF $30,850 TO NORTH ORANGE COUNTY REGIONAL OCCUPATIONAL PROGRAM (ROP) AS A COMPONENT OF THE GRANT FUNDED OC WORKFORCE SOLUTIONS YOUTH PROGRAM (EMPLOYMENT & TRAINING) FOR FISCAL YEAR 2026-2027 That the City Council approve a Workforce Innovation Opportunity Act (WIOA) grant payment in the amount of $30,850 to the North Orange County Regional Occupational Program (ROP), a component of the OC Workforce Solutions (Employment & Training) Grant funded program for Fiscal Year 2026-2027.

8. WARRANTS: APPROVE NOS. 10364 THROUGH 10608 TOTALING $4,713,201.22; AND APPROVE WIRE TRANSFERS DATED 08/11/26, TOTALING $4,500,000.00 That the City Council approve Nos.10364 through 10608 totaling $4,713,201.22; and approve Wire Transfers dated 8/11/26; totaling $4,500,000.00.
