C.1 CONSIDERATION OF A CHANGE ORDER WITH PONCE STEEL FABRICATORS FOR\nADDITIONAL FENCING AND OTHER IMPROVEMENTS AT THE LA PUENTE DOG PARK AT\n16550 OLD VALLEY BOULEVARD IN THE AMOUNT OF $140,845.00\nStaff Recommendation: It is recommended that the City Council approve the change order with Ponce\nSteel Fabricators in the amount of $140,845.00 for stated improvements.

D.2 CONSIDERATION OF RESOLUTIONS PERTAINING TO THE CITY’S GENERAL MUNICIPAL\nELECTION ON TUESDAY, NOVEMBER 3, 2026\nStaff Recommendation: It is recommended that the City Council: (1) adopt Resolution No. 26-5997\ncalling for the holding of a general municipal election on Tuesday, November 3, 2026; (2) adopt\nResolution No. 26-5998 requesting that the County of Los Angeles consolidate the general municipal\nelection with the Statewide general election; (3) adopt Resolution No. 26-5999 adopting regulations\nrelating to candidate statements; and (4) adopt Resolution No. 26-6000 providing for a Special Runoff\nElection in the event of a tie vote.

D.3 CONSIDERATION OF ADOPTION OF A RESOLUTION AUTHORIZING PARTICIPATION IN\nTHE COUNTY OF LOS ANGELES COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM\nFOR FISCAL YEARS 2027-28, 2028-29 AND 2029-30\nStaff Recommendation: It is recommended that the City Council adopt Resolution No. 26-6001 and\nauthorize the City Manager to execute the Cooperation Agreement with the Los Angeles County\nCommunity Development Block Grant Program for Fiscal Years 2027-28, 2028-29 and 2029-30.

D.4 CONSIDERATION OF A RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR\n2026-27 FUNDED BY SB1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017\nStaff Recommendation: It is recommended that the City Council adopt Resolution No. 26-6002 adopting\na list of projects for Fiscal Year 2026-2027 funded by SB1: the Road Repair and Accountability Act of\n2017.

D.5 CONSIDERATION OF ADOPTION OF 2026 PAVEMENT MANAGEMENT PROGRAM (PMP)\nREPORT\nStaff Recommendation: It is recommended that the City Council receive and file the City’s 2026\nPavement Management Program.

D.6 CONSIDERATION OF AWARD OF YOUTH WORKFORCE GRANT SUBRECIPIENT\nAGREEMENT TO SKILLSETGIVES\nStaff Recommendation:\nIt is recommended that the City Council: (1) award the subrecipient agreement to SkillsetGives; and (2)\nauthorize the City Manager to execute all documents necessary to effectuate these agreements.

E.1 PRESENTATION OF SENATE BILL 707 (BROWN ACT AMENDMENTS); CONSIDERATION OF\nA RESOLUTION APPROVING CITY COUNCIL POLICY CC-11.1, CITY COUNCIL MEETING\nTECHNOLOGY DISRUPTION POLICY; AND DISCUSSION AND DIRECTION REGARDING\nOUTREACH EFFORTS\nStaff Recommendation: It is recommended that the City Council: (1) receive and file the Presentation of\nSenate Bill 707 (Brown Act Amendments); (2) approve Resolution No. 26-6003 approving City Council\nPolicy CC-11.1, City Council Meeting Technology Disruption Policy; and (3) discuss outreach efforts\npursuant to SB 707 and provide direction to Staff.
