3. Brethren Parking Lot License Agreement - The Church of the Brethren and the City of La Verne have\nagreed to enter into a parking lot license agreement for fifteen years for the use of public parking at the\nChurch’s property at 2425 E Street. In exchange for the parking use, the City will trim the parking lot\ntrees, repave/maintain the lot, and make other minor improvements.\nIt is recommended that the City Council authorize the City Manager to execute a parking\nlot license agreement with Church of the Brethren for use of a parking lot located at 2425 E.\nStreet, for a fifteen (15) year term in exchange for listed improvements.

4. 2022 Housing Element Annual Progress Report (APR) - The City is required to prepare an Annual\nProgress Report on the status and progress in implementing the Housing Element of the General Plan.\nThis report is required to be presented to the City Council as an informational item to update the City\nCouncil on the previous year’s Housing Element status.\nIt is recommended that the City Council receive and file the Annual Progress Report for 2022.

Purchase of Shade Structures - La Verne Aquatic Center - This item seeks City Council authorization\nand award of contract to Miracle Recreation Equipment Company to install permanent shade structures\nat the Aquatic Center in the amount of $143,400 with funding from the Proposition 68 Per Capita Grant\nProgram.\nIt is recommended that the City Council:\n1. Award the contract to Miracle Recreation Equipment Co. in the amount of $143,400 for the\npurchase and installation of permanent shade structures at the La Verne Aquatic Center; and\n2. Appropriate $143,400 from the Miscellaneous Grants Fund for the purchase and installation of\nthe shade structures.\nPUBLIC HEARINGS

6. Assembly Bill 481 Annual Review - Assembly Bill 481 (AB 481) went into effect on January 1, 2022,\nrequiring law enforcement agencies to obtain approval from their governing bodies to enact a Military\nEquipment Use Policy before purchasing, using, raising funds for, or acquiring military equipment. AB\n481 requires the Policy be approved or renewed by City Council by Ordinance which is to be\naccompanied with an annual review of the Department’s military equipment.\nSTAFF RECOMMENDATION: That the City Council should introduce by title only and\nwaive further reading of Ordinance No. 1115, amending\nChapter 10 (“Military Equipment Policy”) of Title 9 Section\n10.04.010 of the La Verne Municipal Code governing the\nuse of military equipment by the Police Department and\napproving the updated Military Equipment Inventory list.\nOrdinance No. 1115 - AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF LA VERNE, COUNTY OF\nLOS ANGELES, STATE OF CALIFORNIA AMENDING\nCHAPTER 10 (“MILITARY EQUIPMENT POLICY”) OF\nTITLE 9, SECTION 10.04.010 OF THE LA VERNE\nMUNICIPAL CODE GOVERNING THE USE OF\nMILITARY EQUIPMENT BY THE DEPARTMENT AND\nAPPROVING THE UPDATED MILITARY EQUIPMENT\nPOLICY 709.\nOTHER MATTERS

Resolution Amending Fees for Concealed Carry Weapons (CCW) Permits - On February 21, 2023,\nthe City approved Resolution No. 23-10 amending the City’s Fee Schedule to include fees for residents\nseeking a Concealed Carry Weapon permit (CCW). Based on public comments, a further review of\nprotocols, and City cost recovery allocations, City Council approval of a new resolution setting fees is\nrequested.\nSTAFF RECOMMENDATION: That the City Council adopt the Resolution No. 23-14,\ntitled:\nResolution No. 23-14 - A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LA VERNE, COUNTY OF\nLOS ANGELES, STATE OF CALIFORNIA, AMENDING\nRESOLUTION NO. 23-10 RELATIVE TO CERTAIN FEES\nAND POLICIES FOR SERVICES PROVIDED BY THE\nCITY OF LA VERNE, RELATED TO SETTING\nCONCEALED CARRY PERMIT FEES.
