The City Council will meet in Closed Session pursuant to Government Code Section\n54957.6 for the following:\nConference with Labor Negotiators\nNegotiators: City Manager, Assistant City Manager, and City\nAttorney\nEmployee Organization(s): La Verne City Employees Association, La Verne\nPolice Officersâ Association, La Verne Police Middle\nManagement Association, and all unrepresented\nemployees.\n2. The City Council will meet with its legal counsel to discuss significant exposure to litigation\npursuant to Government Code §54956.9(b)(1)(3)(A) â one potential case - Meter Read Error Issued\nat Multi-Family Complex.

3. Resolution No. 23-15 Ticket Distribution Policy\nThe City Council is requested to approve a Ticket Distribution Policy to be included with the\nCity of La Verneâs Administrative Regulations. The Policy outlines the Cityâs methods for ticket\ndistribution and reporting that falls in line with regulatory requirements from the Fair Political\nPractices Commission (FPPC).\nRecommendation: It is recommended that the City Council approve Resolution 23-15,\ntitled, âA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA,\nADOPTING A TICKET DISTRIBUTION POLICY.â

Declaration of Surplus Property\nVehicles and Equipment - This action will declare five vehicles and three pieces of equipment\nsurplus due to age, condition, or no longer meeting operational requirements. Once declared\nsurplus, the equipment will be disposed of per Administrative Regulation No. 606.\nRecommendation: It is recommended that the City Council declare the vehicles and\nequipment identified in Attachment 1 as surplus to the Cityâs needs\nand direct staff to dispose of each asset per Administrative Regulation\nNo. 606.\nPUBLIC HEARINGS

5. 2023-24 Paramedic Service Fee Adjustment\nThe City's voter approved Paramedic Service Fee requires an annual public hearing to\nconsider a rate change. The monthly fee is subject to an annual adjustment for a rate change\nbased on the Consumer Price Index.\nRecommendation: Adopt the Resolution No. 23-16 titled, âA RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS\nANGELES, STATE OF CALIFORNIA, ADOPTING THE PARAMEDIC\nSERVICE FEE FOR FISCAL YEAR 2023-24â to adjust the monthly\nparamedic service fee from $5.91 to $6.35.\nOTHER MATTERS

6. Appointments to the Active Transportation Committee\nOn July 18, 2022, the Assistant City Clerk gave notice of two (2) vacancies on the Active\nTransportation Committee (ATC). The City Council held ATC interviews on April 24, 2023, and will\nneed to appoint two new members to the committee.\nRecommendation: That the City Council conduct two motions to appoint new members to the\nActive Transportation Committee for a term of four years.
