10. PUBLIC WORKS DECLARATION OF SURPLUS EQUIPMENT - Declaration of 11 vehicles due to age,\ncondition, or no longer meeting operational requirements. Once declared surplus, the equipment will be\ndisposed of per Administrative Regulation No. 606.\nRecommendation: That the City Council declare the vehicles and equipment identified in Attachment\n1 as surplus to the City’s needs and direct staff to dispose of each asset per Administrative Regulation\nNo. 606.

DISPOSAL OF SURPLUS FIRE DEPARTMENT SELF-CONTAINED BREATHING APPARATUS AND\nEQUIPMENT - The Fire Department recently replaced its entire cache of self-contained breathing\napparatus (SCBA), thereby rendering its previous cache of outdated SCBAs, surplus equipment. In\naddition, the department has recently replaced all handline nozzles and hydraulic rescue equipment, thus\nrendering replaced items as surplus as well.\nRecommendation: It is recommended that the City Council authorize the Fire Chief to declare various\nequipment no longer used as Surplus per Administrative Regulation (AR) 606.

RESOLUTION NO. 23-52 AUTHORIZING THE EXECUTION OF A SIDE LETTER AGREEMENT\nAMENDING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LA VERNE AND\nTHE LA VERNE CITY EMPLOYEES’ ASSOCIATION - The proposed side letter agreement to the\nMemorandum of Understanding (MOU) with the La Verne City Employees’ Association (LVCEA) will\nallow double-time compensation for mandatory hours worked in recognition of employees working above\nand beyond traditional overtime hours to meet staffing needs.\nRecommendation: That the City Council approve Resolution No. 23-52, titled, “A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, AMENDING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF\nLA VERNE AND THE LA VERNE CITY EMPLOYEES’ ASSOCIATION.

RESOLUTION NO. 23-55 AUTHORIZING THE EXECUTION OF A MEMORANDUM OF\nUNDERSTANDING BETWEEN THE CITY OF LA VERNE AND THE LA VERNE POLICE MIDDLE\nMANAGEMENT ASSOCIATION - The Memorandum of Understanding (MOU) with the La Verne Police\nMiddle Management Association (LVPMMA) expired on June 30, 2023. Staff and association\nrepresentatives have been meeting since the fall of 2022 on a successor agreement. Based on City\nCouncil direction and support of the terms discussed during closed session, a tentative agreement has\nbeen reached and staff is now seeking formal approval from City Council to finalize the MOU.\nRecommendation: Adopt Resolution No. 23-55 titled, “A RESOLUTION OF THE CITY COUNCIL, CITY\nOF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZING THE\nEXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LA VERNE AND\nTHE LA VERNE POLICE MIDDLE MANAGEMENT ASSOCIATION.\nPUBLIC HEARINGS

CONFIRMATION OF WEED ABATEMENT CLEARANCE CHARGES FOR FISCAL YEAR 2022-23 –\nThe Los Angeles County Department of Agriculture has prepared a report for City Council consideration\nof weed clearance costs for appropriate parcels within the City. Pursuant to law, a copy of the Fiscal\nYear 2022-23 Weed Clearance Charges was posted on the City’s website.\nRecommendation: That the City Council confirm the list of charges and direct the County Auditor to\nenter the assessments against the parcels of land on the current assessment roll.\nOTHER MATTERS

17.RESOLUTION NO. 23-46 AND NO. 23-47 ADOPTING A SALARY CHART FOR FULL-TIME AND\nPART-TIME EMPLOYEES AND REPEALING RESOLUTION NO. 22-48 AND 23-11 – The Resolutions\nand salary tables reflect adjustments in compensation resulting from increases agreed to in negotiations\nwith the LV Firefighters’ Association and the LV Police Middle Management Group. Similarly, Middle\nManagement and Executive Management employees are also being adjusted as directed by the City\nCouncil. AWARD OF CONTRACT FOR 2022-2023 CDBG SIDEWALK REPAIR PROJECT- RESO NO. 23-45.\nThis item seeks City Council approval for the sidewalk repairs within the area bounded by 8th Street,\nBonita Avenue, D Street and White Avenue. The planned improvements include demolition and\nreplacement of lifted or damaged sidewalk, and construction of accessible curb ramps.\nRecommendation: That the City Council approve Resolution No. 23-45, titled: A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, AUTHORIZING EXECUTION OF A PUBLIC WORKS CONTRACT WITH TVR\nCONSTRUCTION ENGINEERING, LLC FOR THE 2022-2023 CDBG SIDEWALK REPAIR PROJECT\nin the amount of $65,600, and authorize staff to issue change orders not exceeding 25% of the\nconstruction budget.

FIDUCIARY AGENT APPROVAL OF LA IMPACT VENDOR AGREEMENT FOR AIR SUPPORT\nMAINTENANCE - The City provides supportive services for Federal Asset Forfeiture activities to the Los\nAngeles Interagency Metropolitan Police Apprehension Crime Task Force (LA Impact). LA Impact’s Air\nSupport Unit requires maintenance, service, and repairs to continue the daily operations of the A-Star.\nEAS was chosen as the lowest bidder to provide aviation services not-to-exceed $125,000 annually for\nup to four years (one year with an optional three-year renewal).\nRecommendation: That the City Council approve the agreement between Enforcement Aviation\nServices (EAS) and LA Impact for a not-to-exceed amount of $125,000 per year with an optional three-\nyear renewal and adopt Resolution No. 23-50 titled, “A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AUTHORIZING THE\nAGREEMENT WITH ENFORCEMENT AVIATION SERVICES.”
