10.PLANNING COMMISSION VACANCY APPOINTMENTS - The Planning Commission currently has two\nseats to fill based on expired terms. Ten applicants interviewed before the City Council on July 26, 2023,\nand the selection of appointments was continued to September 5, 2023, so that all Councilmembers can\nbe present.\nRecommendation: That the City Council appoint two (2) members to the Planning Commission for a term\nexpiring June 30, 2027.

2. REGISTER OF AUDITED DEMANDS for the following:\nFiscal Year 2022-23 – In the amount of $155,700.63 dated August 10, 2023, and in the amount of\n$934,413.42 dated August 16, 2023.\nFiscal Year 2023-24 – In the amount of $249,458.54 dated August 10, 2023, and int the amount of\n$1,800,925.10 dated August 16, 2023.\nRecommendation: That the City Councill approve the Register of Audited Demands.

3. APPROVING ADMINISTRATIVE PURCHASE OF FOUR VEHICLES IN THE AMOUNT OF\n$155,662.68 AND AUTHORIZING ADMINISTRATIVE APPROVAL OF VEHICLE/EQUIPMENT\nPURCHASES APPROVED THROUGH THE BUDGET PROCESS - This action will retroactively\napprove the administrative purchase of four (4) new F-150 pick-ups trucks, in the amount of\n$155,662.68. Additionally, this action will provide authority to the City Manager to administratively\nauthorize purchases greater than $75,000 for vehicles/equipment previously approved by City\nCouncil through the annual budget process.\nRecommendation: That the City Council retroactively approve the purchase of four (4) 2023 Ford F-150\nPick-ups in the amount of $155,662.28 and approve Resolution No. 23-62 titled: A RESOLUTION OF THE\nCITY COUNCIL, CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA,\nPROVIDING ADMINISTRATIVE AUTHORITY TO CITY MANAGER, OR DESIGNEE, TO PURCHASE\nVEHICLES/EQUIPMENT APPROVED THROUGH THE ANNUAL BUDGET PROCESS.

4. PURCHASE OF FIRE DEPARTMENT MOBILE RADIOS - The Fire Department’s current mobile radios\nare no longer supported and are obsolete. This item seeks City Council authorization to issue a purchase\norder in the amount of $161,000 to Motorola Solutions, Inc., for new radios and accessories for all\napparatus, including support vehicles, ambulances, and fire engines.\nRecommendation: That the City Council approve a purchase order with Motorola Solutions Inc., in the\namount of $161,000 for the purchase of new mobile radios and accessories.

5. SETTING TIME AND DATE FOR PUBLIC HEARING REGARDING THE REQUEST FOR TIME\nEXTENSION ON VESTING TENTATIVE TRACT MAP 82001 (500 BASELINE ROAD) - On September\n20, 2021, the City Council approved Vesting Tentative Tract Map (VTTM) No. 82001, a subdivision of\n19.44 acres located at 500 Baseline Road situated northeast of the intersection of Baseline Road and\nRodeo Lane into nine lots. The applicant has requested a one-year extension of the VTTM allowed in\nSection 66452.6 of the Subdivision Map Act. Pursuant to City Municipal Code Section 16.16.210, the City\nCouncil may consider granting the requested extension during a noticed public hearing.\nRecommendation: That the City Council adopt Resolution No. 23-57, titled, “A RESOLUTION OF THE\nCITY COUNCIL, CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA,\nDECLARING ITS INTENTION TO CONSIDER A TIME EXTENSION ON VESTING TENTATIVE TRACT\nMAP NO 82001 PURSUANT TO THE PROVISIONS OF TITLE 7, DIVISION 2, CHAPTER 3, OF THE\nGOVERNMENT CODE OF THE STATE OF CALIFORNIA, AND SETTING A TIME AND PLACE FOR\nPUBLIC HEARING THEREON,” establishing the time and date for the public hearing to occur at 6:30 PM\non September 18, 2023.

6. Public Financing Authority (Enhanced Infrastructure Financing District) Appointment - The Public\nFinancing Authority Board, representing La Verne’s Enhanced Infrastructure Financing District, has a\ncurrent vacancy for a Public Member to be appointed by the City Council. After advertising the vacancy,\nthe City only received one application for the position.\nRecommendation: That the City Council appoint Dr. Zuhey Espinoza as the City of La Verne’s Public\nMember of the Board for the Public Financing Authority for the Enhanced Infrastructure Financing District.\nPUBLIC HEARINGS

7. PUBLIC HEARING FOR ANNEXATION OF TERRITORY INTO COMMUNITY FACILITIES DISTRICT NO.\n11-1, (ANNEXATION 2023-01) OF THE CITY OF LA VERNE - On July 17, 2023, the City Council adopted\nResolution No. 23-44 declaring the intention to initiate proceedings for annexation No. 2023-1 into the\nCommunity Facilities District (CFD) No. 11-1, setting the public hearing to occur on August 21, 2023. The\narea proposed for annexation is lot 1 of the Final Tract Map No. 83353 (Brandywine) as depicted on the\nAnnexation No. 2023-1 map. On August 21, 2023, the Public Hearing was opened and continued to\nSeptember 5, 2023. PLEASE NOTE: Council Member Johnson will declare a conflict of interest and\nabstain from voting on this matter, because he owns property within 500’ of the proposed\nAnnexation Area. Mayor Pro Tem Lau will declare a conflict of interest and abstain from voting on\nthis matter, because she is a member of the University of La Verne Board of Trustees and the\nUniversity has property subject to CFD No. 11-1.\nRecommendation: That the City Council:\n1. 8. RESOLUTION AMENDING THE 2023-24 COMPREHENSIVE FEE SCHEDULE FOR FIRE DEPARTMENT\nRELATED FEES - The City’s Comprehensive Fee Schedule, as established by Resolution 23-33, is\nreviewed each year in conjunction with the annual budget process. The Fire Department identified that there\nwere necessary adjustments but, due to staffing changes, additional time was required to conduct the\nnecessary analysis. As such, the Fire Department is presenting an update to their section in the Fiscal Year\n2023-24 fee schedule to recover costs effectively and accurately.\nRecommendation: That the City Council adopt the Resolution No. 23-63 titled, “A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA,\nAMENDING RESOLUTION NO. 23-33 RELATIVE TO CERTAIN FEES AND POLICIES FOR SERVICES\nPROVIDED BY THE CITY OF LA VERNE.”\nOTHER MATTERS

APPOINTMENT TO THE ACTIVE TRANSPORTATION COMMITTEE - This action will fill one (1) vacancy\non the Active Transportation Committee (ATC).\nRecommendation: That the City Council appoint one (1) new member to the Active Transportation\nCommittee to complete the current term expiring on June 30, 2025.
