10. FILM PERMIT REQUEST FROM PICTURE 304 - The City has been contacted by a production\ncompany, Picture 304, to film a commercial at a residential property on Third Street. Per the\nCityâs Municipal Code Chapter 5.57, all film permits must be approved by the La Verne City\nCouncil.\nRECOMMENDATION: That the City Council authorize the City Manager to execute an\nagreement with Picture 304 and issue a permit for filming once all required steps are completed.

REGISTER OF AUDITED DEMANDS for the following:\nFiscal Year 2022-23 â In the amount of $319,131.64 dated August 23, 2023, and in the amount\nof $31,723.00 dated August 30, 2023.\nFiscal Year 2023-24 â In the amount of $1,068,652.21 dated August 23, 2023, and in the\namount of $1,899,830.98 dated August 30, 2023.\nRECOMMENDATION: That the City Councill approve the Register of Audited Demands.

RESOLUTION NO. 23-64 APPROVING A CLASS SPECIFCATION AND HOURLY\nCOMPENSATION RATE FOR PART-TIME AMBULANCE OPERATOR - After a review of\norganizational structure, departmental efficiencies, and future service enhancement\nopportunities, the Fire Chief has requested the addition of a part-time classification and\nrequisite compensation be created for Ambulance Operator.\nRECOMMENDATION: That the City Council adopt the Resolution No. 23-64, titled, âA\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS\nANGELES, STATE OF CALIFORNIA, APPROVING A CLASS SPECIFICATION AND HOURLY\nCOMPENSATION RATE FOR AMBULANCE OPERATOR.â

4. MEASURE LV CITIZEN OVERSIGHT COMMITTEE VACANCY - A vacancy has occurred on\nthe Measure LV Citizen Oversight Board. The Board ensures that revenues from Measure LV\nare spent in accordance with the approved spending guidelines. Applicants must be at least 18\nyears old, have resided within the City for at least one year, and should have knowledge of\nfinance, banking, business, or retirement planning.\nRECOMMENDATION: That the City Council receive and file this notification.

PUBLIC FINANCING AUTHORITY FOR THE ENHANCED INFRASTRUCTURE\nFINANCING DISTRICT (EIFD) VACANCY - A vacancy has occurred on the Public Financing\nAuthority Board for the Enhanced Infrastructure Financing District. The primary purpose of the\nAuthority is to accelerate the financing of public improvements needed to attract the\ndevelopment that is envisioned within the City's Old Town La Verne Specific Plan and to\ncompliment the extension of the Metro light rail, âAâ Line, formerly known as the Gold Line.\nRECOMMENDATION: That the City Council receive and file this notification.

TRACT MAP NO. 83354 BOND REDUCTION - La Verne 58 LLC, the developer of 1874\nWalnut Street, an eight-unit single family subdivision located southwest of the intersection of\nWalnut Street and âBâ Street, has requested the reduction of their Performance Bond, Labor\nand Materials Bond and full release of the project Monumentation Bond.\nRECOMMENDATION: That the City Council authorize the release in full value of the project\nMonumentation Bond and a reduction of the Performance Bond and Labor and Materials Bond\nto approximately 10% of their original respective value and to hold those bonds for a period of\none year from this date.

7. ESTABLISHMENT OF FUND FOR MONSANTO PCB SETTLEMENT - The City previously\nreceived, and the City Council approved, a settlement payment from the class action case City\nof Long Beach, et al. v. Monsanto Company, et al., United States District Court for the Central\nDistrict of California, Western Division, Case No. 2:16-cv-03493-FMO-AS in the amount of\n$576,108.00.\nRECOMMENDATION: That the City Council direct staff to deposit funds within the PCB\nMitigation Fund and commit the settlement proceeds so that principal and interest earnings can\nbe used to offset the costs of monitoring for PCBs as required by the Cityâs National Pollutant\nDischarge Elimination System (NPDES) and Municipal Separate Storm Sewer System (MS4)\npermits and related requirements, including mitigation.\nPUBLIC HEARINGS

PUBLIC HEARING AND RESOLUTION REGARDING THE REQUEST FOR TIME\nEXTENSION ON VESTING TENTATIVE TRACT MAP 82001 (500 BASELINE ROAD) - On\nSeptember 5, 2023, the City Council adopted Resolution No. 23-57, setting the public hearing\nfor September 18, 2023, to consider of a one-year time extension to Vesting Tentative Tract Map\n(VTTM) No. 82001. The applicant has requested a one-year extension of the VTTM allowed in\nSection 66452.6 of the Subdivision Map Act. Pursuant to City Code Section 16.16.210, the City\nCouncil may consider granting the requested extension during a noticed public hearing.\nRECOMMENDATION: It is recommended that the City Council adopt Resolution No. 23-65 titled\nâA RESOLUTION OF THE CITY COUNCIL, CITY OF LA VERNE, COUNTY OF LOS ANGELES,\nSTATE OF CALIFORNIA, GRANTING A ONE-YEAR TIME EXTENSION ON VESTING\nTENTATIVE TRACT MAP NO 82001 PURSUANT TO THE PROVISIONS OF TITLE 7,\nDIVISION 2, CHAPTER 3, OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA,\nESTABLISHING THE NEW EXPIRATION DATE OF THE VTTM NO. 82001 AS OF NOVEMBER\n3, 2024.\nOTHER MATTERS

RESOLUTION NO. 23-66 AUTHORIZING THE CITY MANAGER TO EXECUTE AN\nAGREEMENT FOR TEMPORARY EMPLOYMENT FOR RETIRED ANNUITANT DEBORAH\nSEELY - To be compliant with California Law and the 2013 Pension Reform Act, it is necessary\nfor the City Council to certify there is an urgent need to waive the 180-day waiting period as\nwell as take an action affirming the execution of an employment agreement utilizing the\nservices of a retired employee.\nRECOMMENDATON: That the City Council adopt Resolution No. 23-66, titled, âA\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS\nANGELES, STATE OF CALIFORINA, AUTHORIZING THE CITY MANAGER TO EXECUTE AN\nAGREEMENT FOR TEMPORARY EMPLOYMENT FOR RETIRED ANNUITANT DEBORAH\nSEELY.â
