Multi-Year Agreement with Nobel Systems for GIS Services and Online Permitting Nobel\nSystems, the City's Geographical Information System (GIS) provider and consultant since 2016,\nhas proposed a new five-year agreement for GIS services and online permitting from July 1,\n2024 to June 30, 2029. Nobel is a sole-source provider that provides a full range of services all\non one platform with significant investment by the City in establishing the system.\nRecommendation: That the City Council approve a five-year agreement with Nobel Systems to\nprovide online permitting and Geographic Information System (GIS) support from July 1, 2024 to\nJune 30, 2029.

Senate Bill 1 (CA Road Maintenance and Rehabilitation Act - RMRA) Project List for Fiscal\nYear 2024-2025 Adoption of a Resolution, as required by the California Transportation\nCommission, designating CIP Project - B Street (Bonita Avenue to Foothill Blvd) as the FY 24-25\nproject funded by Senate Bill 1, the Road Repair and Accountability Act of 2017 and highlighting\nthe prior SB1 funded projects - Grove Street Neighborhood and Hayes King Neighborhood\nStreet Rehabilitation Projects.\nRecommendation: That the City Council adopt a Resolution titled, âA RESOLUTION OF THE\nCITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, ADOPTING A PROJECT LIST FOR\nFISCAL YEAR 2024-25 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT\nOF 2017,â approving the proposed SB1 project list for Fiscal Year 2024-25 designating B street\n(Bonita Avenue to Foothill Boulevard) Street Rehabilitation Project as the FY 2024-25 Project.\nPUBLIC HEARINGS

5. Old Town La Verne Business Improvement District - Affirming Annual Report and Levying\nAssessments The City Council adopted the Annual Report for the Old Town La Verne Business\nImprovement District and declared its intention to hold a public hearing declaring its intention to\nlevy an annual assessment for fiscal year 2024-2025 at their May 20, 2024 meeting. This public\nhearing will be held to accept any protests of the levying of the annual assessments.\nRecommendation: That the City Council conduct the public hearing, accept any protests,\noverride any such protests, and adopt the attached Resolution affirming the Annual Report and\nlevy the annual assessments.\nOTHER MATTERS

6. Appropriation of Funds and Award of Contract to Hardy & Harper Inc. for Grove and\nHayes, King, Et Al. Local Street Improvement Project This action will award a construction\ncontract to Hardy & Harper, Inc. in the amount of $2,142,000 for the Grove & Hayes King Et al.\nLocal Street Improvement Project. The project will be funded by a combination of Gas Tax, SB1\nRMRA, and ROW Management funds for the repaving of existing asphalt pavement, concrete\nrepairs, parking lot improvements, replacement of various signage and striping, and school zone\ncrosswalk & curb ramp enhancements.\nRecommendation: That the City Council:\n1. Award an agreement to Hardy & Harper Inc. in the amount of $2,142,000 for Grove & Hayes\nKing, et al Local Street Improvement Project;\n2. Authorize the Public Works Director, or designee, to issue change orders not exceeding\n10% of the construction budget for a total possible construction contract cost of $2,356,200; and,\n3. Adopt a Resolution appropriating $355,555 from available SB1 RMRA funds - Fund 207, an\nadditional $195,121 of available ROW Management funds - Fund 406, and an additional\n$468,090 from available Gas Tax funds - Fund 206.
