10. Resolution Authorizing the Execution of a Memorandum of Understanding Between the\nCity of La Verne and the La Verne Police Middle Management Association. Consideration of\na resolution authorizing the City Manager to execute a Memorandum of Understanding with the\nLa Verne Police Middle Management Association (LVPMMA) for the period July 1, 2025, through\nJune 30, 2028, including related compensation and benefit adjustments.\nRecommendation:\nThat the City Council:\n1. Adopt the attached Resolution titled, âA RESOLUTION OF THE CITY COUNCIL, CITY\nOF LA VERNE, CALIFORNIA, AUTHORIZING THE EXECUTION OF A MEMORANDUM\nOF UNDERSTANDING BETWEEN THE CITY OF LA VERNE AND THE LA VERNE\nPOLICE MIDDLE MANAGEMENT ASSOCIATION; and\n2. Appropriate $19,412 from Measure LV to the Fiscal Year 2025/26 Budget.

3. Senate Bill 1: California Road Maintenance and Rehabilitation Act (SB 1 RMRA) - Fiscal\nYear 2026-27 Project List. Adoption of a Resolution, as required by the California\nTransportation Commission, designating the Annual Pavement Management Program as the FY\n2026-27 project funded by Senate Bill 1 funding, the Road Repair and Accountability Act of\n2017.\nRecommendation: That the City Council adopt a Resolution titled, "A RESOLUTION OF THE\nCITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, ADOPTING A PROJECT LIST FOR\nFISCAL YEAR 2026-27 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT\nOF 2017," approving the proposed SB 1 project list, designating the Annual Pavement\nManagement Program as the Fiscal Year 2026â27 project.

4. Professional Services Agreement Contract Award to Integrated Solutions Consulting for\nCommunity Wildfire Protection Plan Update. Authorization to enter into an agreement with\nIntegrated Solutions Consulting to update the Cityâs Community Wildfire Protection Plan utilizing\nFEMA grant funding.\nRecommendation: That the City Council authorize the City Manager to execute a Professional\nServices Agreement with Integrated Solutions Consulting to update the City's Community\nWildfire Protection Plan and authorize the City Manager to execute any amendments within the\napproved budget.

5. Adoption of an Ordinance Pertaining to Regulated Mobility Devices (e-bikes, scooters,\netc.). The proposed ordinance adds Chapter 10.80 to Title 10 of the La Verne Municipal Code to\nregulate the operation of regulated mobility devices, including electric bicycles, electric scooters,\nand similar devices.\nRecommendation: That the City Council Adopt an Ordinance titled, âAN ORDINANCE OF THE\nCITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA, ADDING CHAPTER 10.80 TO\nTITLE 10 OF THE LA VERNE MUNICIPAL CODE REGULATING THE USE OF REGULATED\nMOBILITY DEVICES.â\nPUBLIC HEARINGS

6. Old Town La Verne Business Improvement District - Affirming Annual Report and Levying\nAssessments. The City Council adopted the Annual Report for the Old Town La Verne\nBusiness Improvement District and declared its intention to hold a public hearing declaring its\nintention to levy an annual assessment for fiscal year 2026-2027 at their May 18, 2026 meeting.\nThis public hearing will be held to accept any protests over the levying of the annual\nassessments.\nRecommendation: That the City Council conduct the public hearing, accept any protests,\noverride any such protests, and adopt the attached Resolution affirming the Annual Report and\nlevy the annual assessments.\nDISCUSSION CALENDAR

7. Direction Regarding Measure GG to Support Paramedic and Ambulance Transport\nServices. This item is a review of current paramedic service funding, Measure GG revenue\ntrends, and ongoing EMS financial impacts with the goal to provide direction regarding potential\nfunding options, including possible Measure GG modifications for the November 2026 Election.\nRecommendation: That the City Council discuss the current funding structure for paramedic\nservices and provide direction to Staff regarding the development of a ballot measure to modify\nMeasure GG in order to more adequately support the ongoing costs associated with providing\nparamedic and ambulance transport services to the residents of the City of La Verne.

The Finance Department is providing a\nfinancial update for the 2025-26 budget, originally approved on June 16, 2025, to reflect\neconomic and operational changes since the mid-year update.\nRecommendation: That the City Council approve the resolution titled, "A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA, AMENDING THE FISCAL\nYEAR 2025-26 ADOPTED BUDGET TO ADJUST FOR THIRD QUARTER BUDGET\nADJUSTMENTS."
