AGREEMENTS FOR TROLLEY SERVICES DURING THE SAWDUST\nFESTIVAL’S WINTER FANTASY SHOW AND FESTIVAL OF ARTS PAGEANT OF\nTHE MONSTERS EVENT\nRecommendations:\n(1) Direct staff to operate trolley service from both Lot 16 and a free parking lot in\nIrvine to the Sawdust Festival’s 2023 Winter Fantasy event on weekends from \n17 through December 17, 2023;\n(2) Authorize the City Manager to negotiate and execute a lease agreement for seasonal\npublic parking with Concordia University for its property at 16355 Laguna Canyon\nRoad;\n(3) Direct staff to operate trolley service from Lot 16 to the Festival of Arts on October\n27, 28, 29 and 31 for the Pageant of the Monsters event;\n(4) Authorize the City Manager to execute a revenue agreement with the Sawdust\nFestival in the amount of $14,000 to fund half of the cost of special trolley services\nduring the Sawdust Festival’s 2023 Winter Fantasy event;\n(5) Authorize the City Manager to execute a revenue agreement with the Festival of Arts\nin the amount of $1,400 to fund half of the cost of special trolley services to the Pageant\nof the Monsters Event; and\n(6) Increase estimated transit revenue by $15,400.\nStaff Report

ACCEPTANCE OF GRANT FROM THE DEPARTMENT OF HOMELAND\nSECURITY’S OPERATION STONEGARDEN PROGRAM\nRecommendations:\n(1) Authorize the City Manager to accept a $128,500 grant from the Department of\nHomeland Security’s Grant Program, Operation Stonegarden (OPSG); and\n(2) Appropriate $128,500 with a matching increase in estimated grant revenue to fund\novertime salaries and the purchase of equipment and supplies to assist the Laguna\nBeach Police Department in providing coastline patrols in an effort to reduce maritime\nnarcotic smuggling, human trafficking, and other related crimes.\nStaff Report\nREGULAR ORDER\nThe Regular Order of Business section of the Agenda is designed for items that will require separate\ndiscussion and citizen input before the City Council makes a determination of the items.
