ARTIST WORK/LIVE AD HOC COMMITTEE PRESENTATION AND\nRECOMMENDATIONS (ORGILL/ROUNAGHI)\nRecommendations:\n(1) Direct the City Manager’s Office/Housing Program Coordinator to prepare and issue\na Request for Proposal for a consultant to lead and facilitate the establishment of a\nLaguna Beach Community Land Trust;\n(2) Direct staff to develop a tenant preference policy requiring housing development\nprojects to reserve a portion of the housing units for artists;\n(3) Direct staff to return to City Council with an Ordinance eliminating the hearing and\npermit requirements for artist work/live occupancy;\n(4) Appropriate $200,000 from the Housing Fund to establish a Community Land Trust;\nand\n(5) Sunset the Artist Work/Live Committee.

CONSIDERATION OF POSSIBLE ADJUSTMENT TO CAMPAIGN\nCONTRIBUTION LIMITATIONS\nRecommendation: It is recommended by City Clerk that the City Council take public\ntestimony, consider the current campaign contribution limit and determine whether (1) the\ncontribution limit for the 2024 election cycle should remain the same or be changed, and (2)\nthe $440 base amount for the campaign contribution limitation should be increased or\ndecreased.

AMENDMENT TO INDEPENDENT CONTRACTOR AGREEMENT FOR\nSMART PARKING GUIDANCE SYSTEM\nRecommendations:\n(1) Authorize the City Manager to exercise the one-year extension of Agreement\n#19-39 with Frogparking, Inc., for the Smart Parking Guidance System, in the\namount of $95,000; and\n(2) Find this action exempt from the California Environmental Quality Act.

RESOLUTION AUTHORIZING APPLICATION TO THE ORANGE COUNTY\nTRANSPORTATION AUTHORITY FOR LOCAL TRANSPORTATION FUNDS\nRecommendations:\n(1) Adopt the Resolution titled, “A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF LAGUNA BEACH CALIFORNIA, AUTHORIZING THE\nFILING OF ALL APPLICATIONS WITH THE ORANGE COUNTY\nTRANSPORTATION AUTHORITY FOR LOCAL TRANSPORTATION\nFUNDS,” authorizing the City Manager to file an application and claim with the\nOrange County Transportation Authority for $1,532,505.04 from the Local\nTransportation Fund, and to file amendments as necessary due to budget\nadjustments or any changes in the City’s apportionment of Local Transportation\nFunds; and\n(2) Find said action exempt from the California Environmental Quality Act.

RESOLUTION OF THE CITY OF LAGUNA BEACH TO SET A PUBLIC\nHEARING DATE FOR THE ANNUAL WEED ABATEMENT PROGRAM\nRecommendation: Adopt the Resolution titled, “A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA, DECLARING\nAND DETERMINING THAT WEEDS, RUBBISH, AND REFUSE UPON THE\nSTREETS, SIDEWALKS, PARKWAYS AND PRIVATE PROPERTY IN THE CITY\nOF LAGUNA BEACH ARE A PUBLIC NUISANCE AND DIRECTING THE CITY\nCLERK TO MAIL NOTICES TO DESTROY AND REMOVE SAID WEEDS,\nRUBBISH AND REFUSE, AS REQUIRED BY LAW, AND FIXING THE TIME\nFOR HEARING OBJECTIONS AND PROTESTS” which will set a hearing date of\nMay 14, 2024, for the annual Weed Abatement Program.

RESOLUTION TO SET A PUBLIC HEARING DATE FOR THE ANNUAL\nSIDEWALK AND INTERSECTION VISIBILITY NUISANCE ABATEMENT\nPROGRAMS\nRecommendation: Adopt the Resolution titled, “A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA, DECLARING\nAND DETERMINING THAT VEGETATION OR WEEDS UPON THE STREETS,\nSIDEWALKS, PARKWAYS AND PRIVATE PROPERTY IN THE CITY OF\nLAGUNA BEACH ARE A PUBLIC NUISANCE, AND DIRECTING THE CITY\nCLERK TO MAIL NOTICES TO DESTROY AND REMOVE SAID VEGETATION\nOR WEEDS AS REQUIRED BY LAW, AND FIXING THE TIME FOR HEARING\nOBJECTIONS AND PROTESTS,” which will set a public hearing date of May 14,\n2024, for the Annual Sidewalk and Intersection Visibility Nuisance Abatement\nPrograms.

AWARD OF CONTRACT FOR CELLULAR BOOSTER SYSTEM\nRecommendations:\n(1) Authorize the City Manager to execute an agreement with SHI to purchase and\ninstall a Wilson Pro cellular booster system for the Laguna Beach Community and\nRecreation Center at a cost not to exceed $110,000; and\n(2) Find said action exempt from the California Environmental Quality Act\npursuant to State CEQA Guidelines section 15303.

RESOLUTION AMENDING THE APPENDIX OF DESIGNATED\nEMPLOYEES WITH FILING RESPONSIBILITIES UNDER THE CITY’S\nCONFLICT OF INTEREST CODE\nRecommendation: It is recommended by the City Clerk that the City Council adopt the\nResolution titled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLAGUNA BEACH, CALIFORNIA, AMENDING THE CONFLICT OF INTEREST\nCODE APPENDIX OF DESIGNATED EMPLOYEES,” amending the Conflict of\nInterest Code Appendix of Designated Employees.
