ADOPTION OF FISCAL YEAR 2024-25 BUDGET, APPROVAL OF THE\nPOLICE UNIT OF THE POLICE AND FIRE MANAGEMENT POLICE UNIT\nMEMORANDUM OF UNDERSTANDING, PROPOSED INCREASE TO\nCOMMUNITY DEVELOPMENT APPEAL FEE, AND REVISIONS TO THE\nFISCAL YEAR 2023-24 ADOPTED BUDGET\nRecommendations:\n(1) Approve the City budget for the Fiscal Year 2024-25 by adopting the Resolution\ntitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA\nBEACH, CALIFORNIA, ADOPTING THE REVISED CITY BUDGET FOR THE\n2024-25 FISCAL YEAR";\n(2) Approve the salary schedules for the Fiscal Year 2024-25 by adopting the\nResolution titled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF LAGUNA BEACH, CALIFORNIA, SETTING PAY RANGES FOR CITY\nEMPLOYEES";\n(3) Approve or modify the funding recommendations made by the subcommittee\nregarding the Community Assistance Grants for Fiscal Year 2024-25 and direct the\nCity Manager to disburse the funds accordingly, and review the subcommittee\nrecommendations regarding the changes to the future Community Assistance\nGrant application process and direct staff as to desired changes;\n(4) Approve the recommended Cultural Arts Grants for Fiscal Year 2024-25 and\ndirect the City Manager to disburse the funds accordingly;\n(5) Approve the budget changes for the Fiscal Year 2023-24 as described in the\nAgenda Report and authorize the City Manager to modify the budget accordingly;\n(6) Approve the Appropriations Limit for the Fiscal Year 2024-25 by adopting the\nResolution titled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF LAGUNA BEACH, CALIFORNIA, DETERMINING AND ADOPTING AN\nAPPROPRIATIONS LIMIT FOR THE FISCAL YEAR 2023-24 IN\nACCORDANCE WITH ARTICLE XIIIB OF THE CONSTITUTION OF THE\nSTATE OF CALIFORNIA, CHAPTER 1205 OF THE REVENUE AND\nTAXATION CODE SECTION 791”;\n(7) Approve the Fee Schedule Amendment for the Fiscal Year 2024-25 by adopting\nthe Resolution titled, "A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF LAGUNA BEACH, CALIFORNIA, AMENDING THE FEE\nSCHEDULE FOR CERTAIN CITY SERVICE FEES AND CHARGES\nRELATING TO PLANNING COMMISSION, COMMUNITY DEVELOPMENT\nDEPARTMENT, AND DESIGN REVIEW BOARD APPEAL FEES; AND\nFINDING SUCH ACTION EXEMPT FROM CALIFRNIA ENVIRONMENTAL\nQUALITY ACT";\n(8) Provide direction on salary and performance pay for the City Clerk and direct\nthe City Manager to modify the salary schedules to reflect the City Council’s\nactions;\n(9) Postpone the discussion and review of the City Treasurer’s salary and\nperformance pay, and include it with the discussion of the transition plan for\ninvestment services to Meedor Public Funds, expected on the July 9, 2024, City\nCouncil meeting agenda; and\n(10) Approve the Memorandum of Understanding between the City and the Police\nand Fire Management Association Police Unit for a two-year agreement for the\nperiod of July 1, 2024 through June 30, 2026, by adopting the Resolution titled, "A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA BEACH,\nCALIFORNIA, RATIFYING THE MEMORANDUM OF UNDERSTANDING\nBETWEEN THE CITY OF LAGUNA BEACH AND THE LAGUNA BEACH\nPOLICE AND FIRE MANAGEMENT ASSOCIATION".\nAgenda Report

AMENDMENTS FOR SENIOR MOBILITY PROGRAM AND SENIOR\nTRANSPORTATION SERVICES\nRecommendations:\n(1) Authorize the City Manager to execute Amendment No. 2 with Sally’s Fund for\nSenior Mobility Services, in an amount not-to-exceed $80,000 per year, dependent\non the Orange County Transportation Authority’s funding allocation for the\nSenior Mobility Program in Fiscal Years 2024-25 and 2025-26;\n(2) Authorize the City Manager to execute Amendment No. 1 with Sally’s Fund for\nSenior Transportation Services, in an amount to not-to-exceed $87,000 per year,\nbased on the difference between Senior Mobility Program funds received and\n$143,000;\n(3) Authorize the City Manager to end the $30,000 annual pass-through of AB 2766\nfunding from the South Coast Air Quality Management District to Sally’s Fund for\nvehicle replacement; and\n(4) Find this action exempt from the California Environmental Quality Act.\nAgenda Report
