ANAHEIM / SANTA ANA URBAN AREA SECURITY INITIATIVE\n(ASAUASI)\nRecommendations:\n(1) Adopt the Resolution titled “A RESOLUTION OF THE CITY COUNCIL\nOF THE CITY OF LAGUNA BEACH, CALIFORNIA, AUTHORIZING\nTHE CITY MANAGER, AND THE CHIEF OF POLICE, OR THEIR\nDESIGNEE(S), TO ACT ON BEHALF OF THE CITY TO APPLY FOR\nAND EXECUTE ANY AND ALL RELATED DOCUMENTS AND\nAGREEMENT RELATED TO GRANTS ESTABLISHED BY THE\nDEPARTMENT OF HOMELAND SECURITY AND ADMINISTERED BY\nTHE ANAHEIM / SANTA ANA URBAN AREA SECURITY INITIATIVE\nAND FINDING THE SAME EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT ”; and\n(2) Authorize the City Manager, Chief of Police, or their designee(s) to\nexecute all necessary agreements and documents related to ASAUASI grants,\nsubject to approval as to form by the City Attorney.

CONSIDERATION OF A RESOLUTION DESIGNATING THE LOWER\nPORTION OF FOREST AVENUE AS A “SLOW STREET” AND\nAUTHORIZING THE CITY MANAGER OR DESIGNEE TO TAKE\nCERTAIN ACTIONS TO CLOSE THE STREET TO VEHICULAR\nTRAFFIC, AND FINDING THE ACTION STATUTORILY EXEMPT\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER\nSECTION 21080.25(B) OF THE PUBLIC RESOURCES CODE\nRecommendations:\n(1) Adopt the Resolution titled, “A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA,\nDESIGNATING THE LOWER PORTION OF FOREST AVENUE AS A\nSLOW STREET AND AUTHORIZING THE CITY MANAGER OR\nDESIGNEE TO TAKE CERTAIN ACTIONS TO CLOSE THE LOWER\nPORTION OF FOREST AVENUE TO VEHICULAR TRAFFIC AND\nFINDING THE ACTION IS STATUTORILY EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO\nPUBLIC RESOURCES CODE SECTION 21080”; and\n(2) Find that the proposed action is statutorily exempt from review under the\nCalifornia Environmental Quality Act (“CEQA”) under Public Resources\nCode section 21080.25(b) of the State CEQA Guidelines.

CONSIDERATION OF APPROVING AND RATIFYING THE CITY\nMANAGER’S POLICY REGARDING APPLICATION OF CERTAIN\nRULES TO ACCESSORY DWELLING UNIT AND JUNIOR\nACCESSORY DWELLING UNIT APPLICATIONS AND FINDING THE\nACTION EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT UNDER CEQA GUIDELINES SECTION 15061(B)(3)\nRecommendations:\n(1) Adopt the Resolution titled, “A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA,\nAPPROVING AND RATIFYING THE CITY MANAGER’S POLICY\nREGARDING APPLICATION OF CERTAIN RULES TO ACCESSORY\nDWELLING UNIT AND JUNIOR ACCESSORY DWELLING UNIT\nAPPLICATIONS AND FINDING THE ACTION EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER CEQA\nGUIDELINES SECTION 15061(B)(3)”; and\n(2) Find the recommended action exempt from the California Environmental\nQuality Act under CEQA Guidelines Section 15061(b)(3).

DIRECTION REGARDING THE DRAFT REVISED DESIGN REVIEW\nEFFICIENCY ORDINANCE AND THE COMPREHENSIVE ZONING\nCODE UPDATE\nRecommendations:\n(1) Give further direction as to the (draft) Revised Design Review Efficiency\nOrdinance, including directing that the revisions go next to the Laguna\nBeach Planning Commission; and\n(2) Give further direction as to possible changes that may be included in the\npending Comprehensive Zoning Code Update.

AUTHORIZATION TO PROCEED WITH PHASED MICROGRID\nDEPLOYMENT USING A HYBRID SOLAR PURCHASE AND\nBATTERY LEASE MODEL FOR CERTAIN CITY FACILITIES\nRecommendations:\n(1) Approve proceeding with microgrid implementation under the PV Direct\nPurchase + BESS Lease model, Option 3, for a 24-hour ride-through at City\nfacilities;\n(2) Authorize staff to prepare an agreement with Staten Solar for microgrid\ndeployment which includes:\na. Phase I (FY 2025)\ni. Fire Station 2\nii. Fire Station 3\nb. Phase II: All other sites to be included in the 10-year CIP, with\na goal of completion by 2033 to maximize the Investment Tax\nCredit 30% threshold program; and\n(3) Direct staff to monitor changes in technology costs, grant opportunities,\nand site conditions, and return to Council with updates or proposed\nadjustments to the deployment strategy as needed.

PROCLAMATION RECOGNIZING THE 55TH ANNIVERSARY OF\nTHE LAGUNA BEACH COMMUNITY CLINIC\nRecommendation: Approve the Proclamation recognizing the 55th Anniversary\nof the Laguna Beach Community Clinic.\nProclamation\nE. ADDITIONS OR DELETIONS TO THE COUNCIL AGENDA.\nAs may be deemed necessary by the City Manager, agenda items may from time to\ntime be deleted from the agenda; in such event, the City Manager shall endeavor to\nprovide as much advance notice to the community as reasonably possible about the\nremoval of such items. Agenda items may only be added in accordance with\nGovernment Code Section 54950 et seq.

7. 2025 SUMMER PARKING MANAGEMENT PLAN AND TRANSIT\nSERVICES UPDATE\nRecommendations:\n(1) Receive and file an update on the summer 2024 Parking Management\nPlan and transit service performance;\n(2) Authorize the operation of summer trolley service on the Coastal and\nCanyon routes, and expanded Laguna Local on-demand service hours,\nbetween June 27, 2025 and September 1, 2025;\n(3) Authorize the operation of the Summer Breeze trolley route between May\n23, 2025 and September 1, 2025;\n(4) Authorize the City Manager to negotiate and execute, or extend lease\nagreements for seasonal public parking lots with Mission Hospital Laguna\nBeach, Laguna College of Art and Design, the property owner at 232 Ocean\nAvenue, the property owner at 16355 Laguna Canyon Road, and the\nproperty owner at 303 Legion Street;\n(5) Authorize the City Manager to negotiate and execute an agreement with\nthe Festival of Arts for the lease of 30 parking spaces in Lot 13 and 65 spaces\nin Lot 12, for a total of 95 spaces, and approve the one-time purchase of\nparking spaces for special events in Lot 10 in July and August 2025;\n(6) Authorize the City Manager to execute an agreement with the Festival of\nArts, Sawdust Festival and the Art-A-Fair for summer festival parking\nreimbursement for costs associated with providing supplemental parking\ncapacity for festival attendees;\n(7) Authorize the sale of summer parking passes for festival artists, staff and\nthe general public; and\n(8) Authorize the continuation of the Passport to the Arts parking permit\nprogram, which provides discounted parking in Lot 16 (Act V).

INITIAL CONSIDERATION FOR TWO OPEN SPACE PROPERTY\nDONATIONS (APN: 644-417-03 & 641-171-04)\nRecommendations:\n(1) Direct staff to obtain due diligence documents, including a Phase I\nEnvironmental Report, Geological Site Hazard Assessment Report,\nPreliminary Title Report, and any other reports that may be required to\ndetermine liability should the City accept the donation of the Clairmont\nParcel 644-417-03; and\n(2) acquisition of the property with Assessor’s Parcel Number 644-417-03 to\nthe Planning Commission for the purpose of considering General Plan\nconsistency.

INTENTION TO RENEW THE LAGUNA BEACH TOURISM\nMARKETING DISTRICT\nRecommendations:\n(1) Adopt the Resolution titled, “A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA,\nDECLARING ITS INTENTION TO RENEW THE LAGUNA BEACH\nTOURISM MARKETING DISTRICT AND FIXING THE TIME AND\nPLACE OF A PUBLIC MEETING AND A PUBLIC HEARING THEREON\nAND GIVING NOTICE THEREOF” declaring the City’s intention to renew\nthe Laguna Beach Tourism Marketing District, including all lodging\nbusinesses in Laguna Beach from July 1, 2025, or as soon as possible\nthereafter, and ending ten (10) years from its start date;\n(2) Set the May 6 2025, City Council meeting for a public meeting for the\nrenewal of the Laguna Beach Tourism Marketing District; and\n(3) Set the June 10, 2025, City Council meeting for a public hearing for the\nrenewal of the Laguna Beach Tourism Marketing District.
