APPROVE REVOCABLE NON-EXCLUSIVE LICENSE DOWNLOAD\nAGREEMENT WITH SOUTHERN CALIFORNIA GAS\nCOMPANY FOR EXISTING FACILITIES OF DATA\nCOLLECTOR UNITS ON CITY-OWNED\nSTREETLIGHTS\nRecommendations:\n1. Approve and authorize the City Manager to execute a\nRevocable Non-Exclusive License Agreement with\nSouthern California Gas Company for the placement of\nData Collector Units (“DCUs”) on City-owned\nstreetlights;\n2. Accept the one-time payment of $10,136 and deposit it\ninto the Street Lighting and Utility Fund (134); and\n3. Find that the proposed action is exempt from the\nCalifornia Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Sections 15301 and\n15061(b)(3), because the agreement authorizes the\ncontinued operation and maintenance of existing utility\ncommunication equipment attached to existing\nstreetlight infrastructure with no expansion of existing\nuse.

Award and authorize the City Manager to execute a\ncontract with Gentry General Engineering Inc., in the\namount of $213,871.38 for the Zone 7\nSidewalk/Concrete Repairs Project;\n2. Authorize the City Manager to approve project-related\nexpenses and construction change-orders for\nunforeseen circumstances in an amount not to exceed\n$32,000;\n3. Approve the transfer of $71,209 from the CPY21 Zone\n4 Street Concrete Rehabilitation Project to Project\nC2423 Zone 7 Sidewalk/Concrete Repairs Project;\n4. Approve the transfer of $100,000 from Project C2610 –\nAnnual Concrete Repairs to Project C2423 Zone 7\nSidewalk/Concrete Repairs Project; and\n5. Find that the project is categorically exempt from the\nCalifornia Environmental Quality Act pursuant to\nCEQA Guidelines Section 15301(c).

Adopt the attached Resolution titled, “A\nRESOLUTION OF THE CITY COUNCIL OF\nLAGUNA BEACH, CALIFORNIA, ADDING\nPOLICY 4.1 REGARDING LEAVES OF ABSENCE\nTO, AND AMENDING POLICIES 1.1 AND 1.3\nRELATING TO CITY COUNCIL MEETINGS FOR,\nTHE CITY COUNCIL POLICY AND PROCEDURES\nMANUAL, RESCINDING ANY PREVIOUS CITY\nCOUNCIL ACTION INCONSISTENT WITH\nPOLICY 4.1, AND FINDING SUCH ACTION IS\nNOT A PROJECT UNDER THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT”; and\n2. Find that the recommended action is not subject to the\nCalifornia Environmental Quality Act (“CEQA”)\npursuant to CEQA Guideline section 15378 as the\nrecommended action does not constitute a “project” for\npurpose of CEQA.

APPROVAL OF A COOPERATIVE PURCHASING DOWNLOAD\nAGREEMENT WITH PRESIDIO NETWORK\nSOLUTIONS AND AUTHORIZATION TO PURCHASE\nNETWORK EQUIPMENT FOR THE EMERGENCY\nOPERATIONS CENTER PROJECT\nRecommendations:\n1. Authorize the City Manager to execute a cooperative\npurchasing agreement with Presidio Network\nSolutions, a Cisco authorized reseller of network\ncommunications equipment and services, utilizing\nNASPO ValuePoint Master Agreement Contract\nNumber AR3227, as amended by State of California\nParticipating Addendum Number 7-20-70-47-01,\nsubject to approval as to form by the City Attorney;\n2. Authorize the City Manager to approve up to two\nadditional one-year renewal terms, subject to the\ncontinued availability of the NASPO ValuePoint\nMaster Agreement and annual budget approval;\n3. Contingent upon approval of Recommendation No. 1,\nauthorize the City Manager to purchase Cisco network\nswitches from Presidio Network Solutions in an\namount not to exceed $123,662 for the Emergency\nOperations Center Technology Upgrade Project; and\n4. Find that the recommended actions are not subject to\nthe California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15378, as they\ninvolve administrative procurement activities that will\nnot result in a direct or reasonably foreseeable physical\nchange in the environment.

16. APPROVAL OF COMMUNITY RESOURCE CENTER DOWNLOAD\nLICENSE AGREEMENT WITH SOUTHERN\nCALIFORNIA EDISON\nRecommendations:\n1. Approve and authorize the City Manager to execute a\nCommunity Resource Center License Agreement\nbetween the City of Laguna Beach and Southern\nCalifornia Edison Company for the use of designated\nCity facilities during Public Safety Power Shutoff\nevents and other public safety-related power outage\nincidents; and\n2. Find that this action does not constitute a “project”\nwithin the meaning of the California Environmental\nQuality Act (Public Resources Code Section 21065; 14\nCCR Section 15378(b)(5)).\nD. REGULAR BUSINESS. This section is for a wide variety of matters generally\nworthy of separate discussion such as the consideration of ordinances for\nintroduction, resolutions, extraordinary policy and business matters, staff reports and\nrecommendations. The presiding officer will take public comment on each Regular\nBusiness item.
