4.8 Trash and Debris Capture Devices Maintenance Services Agreement with\nG2 Construction, Inc., for the Implementation of the City's Phase XI\nWater Quality Project, CIP No. 412-K\nRecommendation: That the City Council: 1) Find and determine it is appropriate\nto waive formal bidding requirements of the Laguna Hills Municipal Code (LHMC)\nfor the award of the Trash and Debris Capture Devices Maintenance Services\nAgreement to G2 Construction, Inc., because: a) The goods and supplies,\nequipment, materials, and contract services to be provided by G2 Construction,\nInc., are of a unique, sole source nature because of their quality, durability,\navailability, or fitness for a particular use and are available only from one source\n(LHMC Section 3-08.110(A)); b) The goods and supplies, equipment, materials, or\nnon-professional services are proprietary (LHMC Section 3-08.110(B)); c) A\nspecific make, model, or brand is necessary to match existing City equipment or\nto facilitate the continuity of effective maintenance and support (LHMC Section\n3-08.110(F)); and d) Compliance with procurement policies, procedures, and/or\nrequirements is not in the best interest of the City (LHMC Section 3-08.110(J));\n2) Award the Trash and Debris Capture Devices Maintenance Services Agreement\nto G2 Construction, Inc.; and 3) Authorize the Mayor to sign the Agreement.

4.9 Award of Public Works Construction Contract for the Community Center\nand Sports Complex Site Improvements Project, CIP No. 237\nRecommendation: That the City Council: 1) Award the Public Works Construction\nContract for the Community Center and Sports Complex Site Improvements\nProject, CIP No. 237, to the lowest responsive bidder, Oppenheimer National, in\nthe amount of $197,709; 2) Find that the Project is Categorically Exempt from the\nCalifornia Environmental Quality Act (CEQA), Class 1 Existing Facilities, pursuant\nto CEQA Guidelines, Section 15301; 3) Reject all other bids; and 4) Authorize the\nMayor to sign the Public Works Construction Contract.
