4.5 Proposed Professional Services Agreement with Eco/Nomics, Inc., for\nSolid Waste and Recycling Consulting Services\nRecommendation: That the City Council approve and authorize the Mayor to sign\na proposed Professional Services Agreement with Eco/Nomics, Inc., for Solid\nWaste and Recycling Consulting Services in the total maximum not-to-exceed\ncontract amount of $825,740 for a five (5) year Term.

4.6 Award of Professional Services Agreement to WSP USA Environment and\nInfrastructure, Inc., for NPDES Program Management and Inspection\nConsulting Services\nRecommendation: That the City Council: 1) Award a Professional Services\nAgreement to WSP USA Environment and Infrastructure, Inc., for NPDES Program\nManagement and Inspection Consulting Services in the total maximum contract\namount of $575,000 for an initial term of three years; and 2) Authorize the Mayor\nto execute the Agreement.

4.7 Cooperative Agreement No. 12-XXX Between the State of California,\nDepartment of Transportation, and the City of Laguna Hills for General\nTraffic Signal Synchronization\n4\nRecommendation: That the City Council: 1) Approve Cooperative Agreement\nNo. 12-XXX with the State of California, Department of Transportation, for\nGeneral Traffic Signal Synchronization; 2) Authorize the City Manager to make\nminor edits as may be needed prior to execution of the final Agreement; and\n3) Authorize the Mayor to sign the final Agreement.

4.8 Trash and Debris Capture Devices Maintenance Services Agreement with\nG2 Construction, Inc., for the Implementation of the City's Phase XI\nWater Quality Project, CIP No. 412-K\nRecommendation: That the City Council: 1) Find and determine it is appropriate\nto waive formal bidding requirements of the Laguna Hills Municipal Code (LHMC)\nfor the award of the Trash and Debris Capture Devices Maintenance Services\nAgreement to G2 Construction, Inc., because: a) The goods and supplies,\nequipment, materials, and contract services to be provided by G2 Construction,\nInc., are of a unique, sole source nature because of their quality, durability,\navailability, or fitness for a particular use and are available only from one source\n(LHMC Section 3-08.110(A)); b) The goods and supplies, equipment, materials, or\nnon-professional services are proprietary (LHMC Section 3-08.110(B)); c) A\nspecific make, model, or brand is necessary to match existing City equipment or\nto facilitate the continuity of effective maintenance and support (LHMC Section\n3-08.110(F)); and d) Compliance with procurement policies, procedures, and/or\nrequirements is not in the best interest of the City (LHMC Section 3-08.110(J));\n2) Award the Trash and Debris Capture Devices Maintenance Services Agreement\nto G2 Construction, Inc.; and 3) Authorize the Mayor to sign the Agreement.

4.9 Award of Public Works Construction Contract for the Community Center\nand Sports Complex Site Improvements Project, CIP No. 237\nRecommendation: That the City Council: 1) Award the Public Works Construction\nContract for the Community Center and Sports Complex Site Improvements\nProject, CIP No. 237, to the lowest responsive bidder, Oppenheimer National, in\nthe amount of $197,709; 2) Find that the Project is Categorically Exempt from the\nCalifornia Environmental Quality Act (CEQA), Class 1 Existing Facilities, pursuant\nto CEQA Guidelines, Section 15301; 3) Reject all other bids; and 4) Authorize the\nMayor to sign the Public Works Construction Contract.

6.1 Introduction and First Reading of a Proposed Ordinance for Zoning Text\nAmendment No. RZNE-0008-2023, an Amendment to Title 9 (Zoning and\nSubdivisions) of the Laguna Hills Municipal Code to Clarify and Expressly\nExempt City Owned or Operated Signs and Signs Located on City\nProperty from the Regulations in Chapter 9-42 (Signs and Advertising\nDevices)\nRecommendation: That the City Council: 1) Conduct a Public Hearing; 2) Find and\ndetermine that the proposed activity is not subject to the California\nEnvironmental Quality Act (CEQA) per Sections 15060(c)(2) and 15060(c)(3) of the\nCEQA Guidelines; and 3) Introduce for first reading, read by title only, and waive\nfurther reading of an Ordinance entitled: "AN ORDINANCE OF THE CITY OF\nLAGUNA HILLS, CALIFORNIA, ADOPTING ZONING TEXT AMENDMENT NO.\nRZNE-0008-2023, AN AMENDMENT TO TITLE 9 (ZONING AND SUBDIVISIONS) OF\nTHE LAGUNA HILLS MUNICIPAL CODE TO EXPRESSLY EXEMPT SIGNS OWNED OR\nOPERATED BY THE CITY OF LAGUNA HILLS OR CONSTRUCTED OR OPERATED ON\nPROPERTY OWNED, LEASED, OR OPERATED BY THE CITY OF LAGUNA HILLS FROM\nREGULATION UNDER CHAPTER 9-42 (SIGNS AND ADVERTISING DEVICES).”\n6
