4.3 Ratification of January 9, 2024, Warrant Register\nRecommendation: That the City Council ratify the accompanying Warrant\nRegister for the period from December 1, 2023, to December 21, 2023, in the\namount of $1,608,105.98.

4.4 Treasurer's Investment Report for November 2023\nRecommendation: That the City Council receive and file the Treasurer's\nInvestment Report for the month of November 2023.

4.5 Agreement with the County of Orange District Attorney's Office for\nProsecution Services\nRecommendation: That the City Council approve the Agreement with the County\nof Orange for Prosecution Services and authorize the Mayor and/or Mayor Pro\nTempore to execute the Agreement.

4.6 Direction Regarding Vacancy on Traffic Commission\nRecommendation: That the City Council direct staff to proceed with the\nappointment process to fill the vacancy on the Traffic Commission, per\nGovernment Code Section 54974, and Laguna Hills Municipal Code Section\n2-28.080.

4.7 Resolution in Support of Funding Projects in the Federal Transportation\nImprovement Program\nRecommendation: That the City Council adopt a resolution entitled: "A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA HILLS, CALIFORNIA,\nWHICH CERTIFIES THAT THE CITY OF LAGUNA HILLS HAS THE RESOURCES TO\nFUND THE PROJECTS IN THE FEDERAL FISCAL YEARS 2024/2025 - 2029/2030\nTRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMS ITS COMMITMENT\nTO IMPLEMENT ALL PROJECTS IN THE PROGRAM."

4.8 Letters of Opposition to Assembly Constitutional Amendments 1 and 13,\nand a Resolution in Support of the Taxpayer Protection and\nAccountability Act.\n3\nRecommendation: That the City Council: 1) Approve the draft letter of opposition\nto Assembly Constitutional Amendment 1 (Aguiar-Curry); 2) Approve the draft\nletter of opposition to Assembly Constitutional Amendment 13 (Ward); and\n3) Adopt a resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF LAGUNA HILLS, CALIFORNIA, SUPPORTING THE TAXPAYER PROTECTION AND\nACCOUNTABILITY ACT."

City Clerk\n7.2.1 City Council Representatives to Other Committees/Agencies\nRecommendation: That the City Council take the following actions:\n1) Review the City of Laguna Hills City Council Representatives to\nOther Committees/Agencies List, provide directions to staff regarding any\nnecessary changes for appointments to the list, and by motion, approve\nthe City Council Representatives to Other Committees/Agencies List, as\nrevised by the City Council; and\n2) If any changes are desired to the Representative to the Orange\nCounty Fire Authority’s Board of Directors, adopt a resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA HILLS,\nCALIFORNIA DESIGNATING AND APPOINTING ITS REPRESENTATIVE TO THE\nORANGE COUNTY FIRE AUTHORITY’S BOARD OF DIRECTORS; “ and\n3) Approve and direct the City Clerk to prepare and post an updated\nFPPC Disclosure Form 806 to reflect all paid city representative\nappointments to outside agency boards, committees, and/or commissions\nin accordance with state law.
