4.8 Alicia Place Neighborhood Permit Parking Program\nRecommendation: That the City Council: 1) Find and determine that the proposed\npermit parking controls are not subject to the California Environmental Quality Act\npursuant to Sections 15060(c)(2) (the activity will not result in a direct or\nreasonably foreseeable indirect physical change in the environment) and\n15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA\nGuidelines, Cal. Code of Regs, Title 14, Chapter 3, because it has no potential for\nresulting in physical change to the environment, directly or indirectly; and 2) Adopt\na Resolution entitled, "A Resolution of the City Council of the City of Laguna Hills,\nCalifornia, Establishing a Residential Permit Parking Area and a No Parking Zone\nDuring Days and Hours of Street Sweeping on Certain Streets in the Alicia Place\nNeighborhood.”
