Award the Construction Contract for the Purchase and Installation of Trash\nControl Devices on Stormwater Catch Basins, Cash Contract No. 23-34 to\nUnited Storm Water, Inc., in the amount of $196,296;\n2. Authorize the Public Works Director/City Engineer to process change\norders in an amount not to exceed 10% of the contract for $19,630, for a\ntotal not-to-exceed amount of $215,926, if needed;\n3. Authorize the City Manager to execute the Construction Contract for the\nPurchase and Installation of Trash Control Devices on Stormwater Catch\nBasins, Cash Contract No. 23-34 with United Storm Water, Inc., subject to\nthe City Attorney making non-substantive changes; and,\n4. Adoption of Resolution No. 2023-1459, Adopting the Expanded Senior\nTransportation Program, Senior Wheels, through the Orange County\nTransportation Authority (OCTA) Senior Mobility Program for Added Trips\nand Destinations for All Laguna Niguel Residents 60 Years of Age or Older\nWho Are Unable to Drive, and Finding Said Action Exempt from CEQA\nPursuant to State CEQA Guidelines\nRecommendation\nStaff recommends that the City Council:\n1. Adopt Resolution No. 2023-1459, entitled “A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA NIGUEL, CALIFORNIA, ADOPTING\nTHE EXPANDED SENIOR TRANSPORTATION PROGRAM, SENIOR\nWHEELS, THROUGH THE ORANGE COUNTRY TRANSPORTATION\nAUTHORITY (OCTA) SENIOR MOBILITY PROGRAM PROVIDING\nADDED TRIPS AND DESTINATIONS FOR ALL LAGUNA NIGUEL\nRESIDENTS 60 YEARS OF AGE OR OLDER WHO ARE UNABLE TO\nDRIVE, AND FINDING SAID ACTION EXEMPT FROM CEQA PURSUANT\nTO STATE CEQA GUIDELINES”;\n2. Direct staff to submit Resolution No. 2023-1459 to OCTA for final approval\nas the expanded program meets all OCTA Senior Mobility Program\neligibility requirements; and,\n3.
