Staff recommends that the City Council opt into the settlement agreement with\nKroger for the impacts of the opioid addiction crisis, allocate the City’s portion\nof the settlement funds to the County of Orange, and authorize the City\nManager to take all actions necessary to implement the settlement; and,\n2. Grant the City Manager authority to enter into and execute future similar\nagreements related to the nation-wide opioid settlements.

7. Award of Construction Contract to Hardy & Harper, Inc. for the Local\nRoadway Rehabilitation Pavement Project, Cash Contract No. 23-04\nRecommendation\nStaff recommends that the City Council:\n1. Award the Construction Contract for the Local Roadway Rehabilitation\nPavement Project, Cash Contract No. 23-04 to Hardy & Harper, Inc. in the\namount of $1,245,000;\n2. Authorize the Public Works Director/City Engineer to process change\norders in an amount not to exceed 15% of the contract for $186,750, for a\ntotal not-to-exceed amount of $1,431,750, if needed;\n3. Authorize the City Manager to execute the Construction Contract for the\nLocal Roadway Rehabilitation Pavement Project, Cash Contract No. 23-04\nwith Hardy & Harper, Inc., subject to the City Attorney making non-\nsubstantive changes; and,\n4.
