1. Waive the Reading of all Ordinances\nRecommendation\nApprove the reading by title only of all ordinances wherein the titles appear on the\npublic agenda; said titles shall be determined to have been read by title, and\nfurther reading is waived.

5. Award of Maintenance Services Agreement for Citywide Janitorial Services\nto Merchants Building Maintenance, LLC\nRecommendation\nStaff recommends that the City Council:\n1. Award a Maintenance Services Agreement for Citywide Janitorial Services\nto Merchants Building Maintenance, LLC in the not-to-exceed amount of\n$350,000 per year for Fiscal Years 2025-26 through 2027-28, subject to\nextension administratively for two additional one-year periods; and,\n2. Approve a not-to-exceed 20% contingency per year of the total contract in\nthe amount of $70,000 for unforeseen conditions or additional work and\nauthorize the Public Works Director/City Engineer to approve additional\nwork with Merchants Building Maintenance, LLC for a total not-to-exceed\namount of $420,000 per year if needed; and,\n3. Authorize the City Manager to execute the agreement and future\namendments to the Maintenance Services Agreement with Merchants\nBuilding Maintenance, LLC subject to the City Attorney making non-\nsubstantive changes.

6. Award of Maintenance Services Agreement for Citywide Pressure Washing\nand Graffiti Removal Services to Superior Property Services, Inc.\nRecommendation\nStaff recommends that the City Council:\n1. Award a Maintenance Services Agreement for Citywide Pressure Washing\nand Graffiti Removal Services to Superior Property Services, Inc. in the not-\nto-exceed amount of $100,000 per year for Fiscal Years 2025-26 through\n2027-28, subject to extension administratively for two additional one-year\nperiods; and,\n2. Approve a not-to-exceed 20% contingency per year of the total contract in\nthe amount of $20,000 for unforeseen conditions or additional work and\nauthorize the Public Works Director/City Engineer to approve additional\nwork with Superior Property Services, Inc. for a total not-to-exceed amount\nof $120,000 per year, if needed; and,\n3. Authorize the City Manager to execute the agreement and future\namendments to the Maintenance Services Agreement with Superior\nProperty Services, Inc. subject to the City Attorney making non-substantive\nchanges.

7. Approval of Professional Services Agreement with Mike Linares, Inc. for\nCommunity Development Block Grant (CDBG) Administration Services for\nFiscal Years 2025-2028\nRecommendation\nStaff recommends that the City Council:\n1. Approve the three-year Professional Services Agreement for CDBG\nAdministration Services with Mike Linares, Inc. in a total not-to-exceed\namount of $114,000 for Fiscal Years 2025-26 through 2027-28.\n2. Introduction of Ordinance No. 2025-235 Amending the Laguna Niguel\nMunicipal Code Designating Fire Hazard Severity Zones as required by\nGovernment Code Section 51178 and Determining the Action Not Subject to\nthe California Environmental Quality Act (CEQA)\nRecommendation\nStaff recommends that the City Council:\n1. Waive the full reading, make any changes to, and introduce Ordinance No.\n2025-235 by title:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA\nNIGUEL, CALIFORNIA, AMENDING ARTICLE 7 TO DIVISION 3, TITLE\n11 OF THE LAGUNA NIGUEL MUNICIPAL CODE, DESIGNATING FIRE\nHAZARD SEVERITY ZONES WITHIN THE CITY OF LAGUNA NIGUEL\nIN ACCORDANCE WITH GOVERNMENT CODE SECTION 51179 AND\nDETERMINING THE ACTION TO NOT SUBJECT TO THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA) UNDER STATE CEQA\nGUIDELINES SECTIONS 15060(c)(2) AND 15060(c)(3)\n2. Direct that the proposed Ordinance, with any changes, be placed on the\nagenda for the June 3, 2025, City Council Meeting and adopt the Ordinance\nat the meeting; and,\n3. Find the adoption of Ordinance No. 2025-235 is not subject to California\nEnvironmental Quality Act (CEQA) because the proposed actions will not\nresult in a direct or reasonably foreseeable indirect physical change in the\nenvironment, do not authorize construction, and therefore is not a project\nas defined under CEQA.
