4.\nOrange County Transportation Authority OC Go (Measure M2) Eligibility\nPackage Submittal\nRecommendation\nStaff recommends that the City Council:\n1. Adopt Resolution No. 2025-1505, adopting a Seven-Year Capital\nImprovement Program for Fiscal Years 2025-26 through 2031-32 for\ncompliance with the Measure M2 eligibility requirements;\n2. Adopt Resolution No. 2025-1506, concerning the status and update of the\nCirculation Element and Mitigation Fee Program for the City of Laguna\nNiguel; and,\n3. Direct staff to submit the City’s OC Go (Measure M2) Eligibility Package to\nthe Orange County Transportation Authority prior to June 30, 2025.

5.\nAdoption of Resolution No. 2025-1507, Adopting a List of Projects for Fiscal\nYear 2025-26 Funded by SB 1: The Road Repair and Accountability Act of\n2017\nRecommendation\nStaff recommends that the City Council:\n1. Approve the recommended list of projects for Fiscal Year 2025-26 to be\nfunded by SB 1: The Road Repair and Accountability Act of 2017; and,\n2. Adopt Resolution No. 2025-1507, Adopting a List of Projects for Fiscal Year\n2025-26 Funded by SB 1: The Road Repair and Accountability Act of 2017.

6.\nApproval of a Three-Year Software Renewal Agreement with Tyler\nTechnologies, Inc.\nRecommendation\nStaff recommends that the City Council:\n1. Approve the three-year Software as a Service Agreement (SaaS)\nAmendment for Enterprise Permitting & Licensing (EPL) software with Tyler\nTechnologies, Inc., in a total not-to-exceed amount of $434,196 for Fiscal\nYears 2025-2026 through 2027-2028.\n2.
