Approve Amendment No.1 to the Professional Services Agreement with\nGHD, Inc. (GHD), for the South Forbes Road/Oso Creek Trail Active\nTransportation Enhancements Project, CC24-12, with a base fee of $66,311;\n2. Approve a not-to-exceed 15% contingency to the base fee for Amendment\nNo. 1 in the amount of $9,947 for unforeseen conditions or extra work, and\nauthorize the Public Works Director/City Engineer to approve additional work,\nfor a total not-to-exceed Amendment No. 1 amount of $76,258, if needed;\nand,\n3. Authorize the City Manager to execute Amendment No. 1 to the Professional\nServices Agreement with GHD, Inc., subject to the City Attorney making non-\nsubstantive changes.

1.\nRecodification of the Laguna Niguel Municipal Code – Titles 10 and 13\nUpdates\nRecommendation\nStaff recommends that the City Council review and provide direction regarding the\nrecodification of the Laguna Niguel Municipal Code – Titles 10 and 13.

2.\nFiscal Year 2025-2026 Mid-Year Budget Review\nRecommendation\nStaff recommends that the City Council approve the following:\n1. Allocate the $2.8 million Fiscal Year 2024-2025 surplus as follows:\na. $1.15 million to the Capital Improvements Project Fund to address the\nCity’s street infrastructure.\nb. $500,000 to the Capital Improvements Project Fund for building\nimprovements at City owned facilities.\nc. $1.15 million to the reserve for Infrastructure Replacement, and Deferred\nMaintenance;\n2. Approve the proposed changes to the Investment Policy; and,
