5.\nAdoption of the Final Community Development Block Grant (CDBG) Annual\nAction Plan for Fiscal Year 2026-2027\nRecommendation\nStaff recommends that the City Council:\n1. Adopt the Final Community Development Block Grant (CDBG) Annual Action\nPlan for Fiscal Year 2026-2027; and,\n2. Authorize the City Manager to execute the Agreements and future\namendments of identified grant recipients, subject to the City Attorney\nmaking non-substantive changes.

6.\nApproval of Orange County Stormwater Program Implementation Agreement\nRecommendation\nStaff recommends that the City Council:\n1. Approve the Amended and Restated National Pollutant Discharge\nElimination System Stormwater Permit Implementation Agreement between\nthe County of Orange, Orange County Flood Control District, and\nparticipating Orange County cities including Laguna Niguel; and,\n2. Authorize the Public Works Director to execute the Agreement, subject to the\nCity Attorney making non-substantive changes, and any related documents\nnecessary to implement the terms of the Agreement.

7.\nAward of Construction Contract to Pavement Coatings Co. for the Heather\nRidge Bike Lanes Project, Cash Contract No. 23-10\nRecommendation\nStaff recommends that the City Council:\n1. Award a Construction Contract to Pavement Coatings Co. for the Heather\nRidge Bike Lanes Project, Cash Contract No. 23-10 in the amount of\n$221,826;\n2. Authorize the Public Works Director/City Engineer to process change orders\nin an amount not to exceed 25% of the contract for $55,457, for a total not-\nto-exceed amount of $277,283, if needed;\n3. Authorize the City Manager to execute the Construction Contract to\nPavement Coatings Co. for the Heather Ridge Bike Lanes Project, Cash\nContract No. 23-10, subject to the City Attorney making non-substantive\nchanges; and,\n4. Authorize the Public Works Director/City Engineer to execute the Notice of\nCompletion at the conclusion of construction.

8.\nAward of Maintenance Services Agreements to Jamey Clark, Inc., Real Estate\nConsulting & Services, Inc., Zimprich Engineering, Inc., for Citywide On-Call\nParks, Playgrounds, and Amenities Maintenance, Repair and Inspection\nServices\nRecommendation\nStaff recommends that the City Council:\n1. Award a Maintenance Services Agreement for Citywide On-Call Parks,\nPlaygrounds, and Amenities Maintenance, Repair and Inspection Services to\nJamey Clark, Inc. in the not-to-exceed amount of $150,000 per year for Fiscal\nYears 2026-27 through 2028-29, subject to extension administratively for two\nadditional one-year periods;\n2. Award a Maintenance Services Agreement for Citywide On-Call Parks,\nPlaygrounds, and Amenities Maintenance, Repair and Inspection Services to\nReal Estate Consulting & Services, Inc. in the not-to-exceed amount of\n$150,000 per year for Fiscal Years 2026-27 through 2028-29, subject to\nextension administratively for two additional one-year periods;\n3. Award a Maintenance Services Agreement for Citywide On-Call Parks,\nPlaygrounds, and Amenities Maintenance, Repair and Inspection Services to\nZimprich Engineering, Inc. in the not-to-exceed amount of $150,000 per year\nfor Fiscal Years 2026-27 through 2028-29, subject to extension\nadministratively for two additional one-year periods;\n4. Approve a not-to-exceed 20% contingency per year of the total contract in\nthe amount of $30,000 for unforeseen conditions or additional work and\nauthorize the Public Works Director/City Engineer to approve additional work\nwith Jamey Clark, Inc. for a total not-to-exceed amount of $180,000 per year\nif needed;\n5. Approve a not-to-exceed 20% contingency per year of the total contract in\nthe amount of $30,000 for unforeseen conditions or additional work and\nauthorize the Public Works Director/City Engineer to approve additional work\nwith Zimprich Engineering, Inc. for a total not-to-exceed amount of $180,000\nper year if needed; and,\n7. Authorize the City Manager to execute the agreements and future\namendments to the Maintenance Services Agreements with Jamey Clark,\nInc., Real Estate Consulting & Services, Inc. and Zimprich Engineering, Inc.,\nsubject to the City Attorney making non-substantive changes.
