10. AWARD OF CONSTRUCTION CONTRACT TO VIDO SAMARZICH, INC. FOR THE BUS SHELTER REPLACEMENT PROJECT, CASH CONTRACT NO. 24-08 Staff recommends that the City Council: 1. Award a Construction Contract to Vido Samarzich, Inc. for the Bus Shelter Replacement Project, Cash Contract No. 24-08 in the amount of $1,607,140; 2. Authorize the Public Works Director to process change orders in an amount not to exceed 15% of the contract for $241,071, for a total not-to-exceed amount of $1,848,211, if needed; 3. Authorize the City Manager to execute the Construction Contract to Vido Samarzich, Inc. for the Bus Shelter Replacement Project, Cash Contract No. 24-08, subject to the City Attorney making non-substantive changes; and, 4. ADOPTION OF RESOLUTION NO. 2026-1536, APPROVING A TEMPORARY CLOSURE OF PORTIONS OF DORINE ROAD AND ALISO CREEK ROAD FOR THE 2026 SEA COUNTRY FESTIVAL Staff recommends that the City Council adopt Resolution No. 2026-1536, approving a temporary closure of portions of Dorine Road and Aliso Creek Road for the 2026 Sea Country Festival.

8. APPROVAL OF PLANS AND SPECIFICATIONS AND AWARD OF CONSTRUCTION CONTRACT TO JB BOSTICK LLC FOR THE ANNUAL RESIDENTIAL OVERLAY PROGRAM FISCAL YEAR 2025-26, CASH CONTRACT NO. 25-07 Staff recommends that the City Council: 1. Approve the plans and specifications for the Residential Overlay Program Fiscal Year 2025-26, Cash Contract No. 25-07; 2. Award a Construction Contract to JB Bostick LLC for the Residential Overlay Program Fiscal Year 2025-26, Cash Contract No. 25-07 in the amount of $736,260, which consists of the base bid and additive alternate 1 bid; 3. Authorize the Public Works Director to process change orders in an amount not to exceed 20% of the contract for $147,252, for a total not-to-exceed amount of $883,512, if needed; 4. Authorize the City Manager to execute the Construction Contract with JB Bostick LLC for the Annual Residential Overlay Program Fiscal Year 2025-26, Cash Contract No. 25-07, subject to the City Attorney making non-substantive changes; and, 5. Authorize the Public Works Director to execute the Notice of Completion at the conclusion of construction.

9. AWARD OF AMENDMENT NO. 3 TO THE ON-CALL PROFESSIONAL SERVICES AGREEMENT WITH NV5, INC. FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR THE BUS SHELTER REPLACEMENT PROJECT Staff recommends that the City Council: 1. Award Amendment No. 3 to the On-Call Professional Services Agreement with NV5, Inc. to provide construction management and inspection services for the Bus Shelter Replacement Project for a not-to-exceed amount of $161,897; 2. Approve a not-to-exceed 15% contingency in the amount of $24,285 for unforeseen conditions or extra work, and authorize the Public Works Director to approve additional work, for a total not-to-exceed amount of $186,182, if needed; and, 3. Authorize the City Manager to execute Amendment No. 3 to the On-Call Professional Services Agreement with NV5, Inc., subject to the City Attorney making non-substantive changes.
