1.2 Emergency Circumstances and Just Cause Teleconferencing\nRecommendation: Receive and act upon disclosures and requests\nfrom members of the City Council related to teleconferencing\npursuant to California Assembly Bill 2449 (2021-2022).

10.1 The City Council will meet in closed session under the authority of\nCalifornia Government Code Section 54957(b)(1) to consider the\nfollowing: Public Employee Performance Evaluation – City\nManager.

4.1 City Hall/Public Library Project Update\nRecommendation: Receive and file.

6.2 City Treasurer’s Report\nRecommendation: Receive and file the City Treasurer’s Report for\nthe month of July 2023.

6.3 Warrant Register\nRecommendation: Approve the warrant register dated August 16,\n2023 in the amount of $614,163.44.

6.4 Code Enforcement Services\nRecommendation: Approve an agreement with Willdan\nEngineering for code enforcement services and authorize the City\nManager to execute the agreement, subject to approval as to form\nby the City Attorney.

6.5 Deed of Easement\nRecommendation: Approve a deed of easement to the El Toro\nWater District for certain waterline infrastructure constructed as\npart of the City Hall/Public Library Project at 24264 El Toro Road,\nLaguna Woods, CA 92637 (Assessor’s Parcel Number: 621-121-\n29) and authorize the Mayor to execute the deed of easement.

6.6 Americans with Disabilities Act (ADA) Pedestrian Accessibility\nImprovement Project: Phase 6 and 6(B)\nRecommendation:\n1. Approve final record plans and specifications reflecting\ncompletion of the “Americans with Disabilities Act (ADA)\nPedestrian Accessibility Improvement Project: Phase 6 and\n6(B)” as prepared by the project engineer.\nAND\nLaguna Woods City Council Agenda  08/16/2023 Regular Page 5 of 9\n2. Accept project completion of the contract agreement with\nKalban, Inc. for the “Americans with Disabilities Act (ADA)\nPedestrian Accessibility Improvement Project: Phase 6 and\n6(B)”.\nAND\n3. Release contract retention in the amount of $12,939.35\nwithheld per California Government Code 35 days following\nrecordation of the Notice of Completion with the County of\nOrange, provided no Stop Notices are on file with the City\npreventing the release of the contract retention.\nAND\n4. Exonerate project posted bonds 35 days following recordation\nof the Notice of Completion with the County of Orange.

8.1 Cannabis Retail Sales Business Regulations\nRecommendation:\nIf the City Council wishes to proceed with adopting regulations that would\npermit cannabis retail sales businesses:\nApprove second reading and adopt an ordinance – read by title\nwith further reading waived – titled:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY\nOF LAGUNA WOODS, CALIFORNIA, AMENDING\nSECTIONS 13.06.010, 13.08.010, 13.10.020, 13.12.020,\n13.13.020, 13.18.070, AND 13.26.025 OF TITLE 13\n(ZONING) OF THE LAGUNA WOODS MUNICIPAL CODE\nTO ESTABLISH A REGULATORY FRAMEWORK FOR\nCANNABIS STOREFRONT RETAILERS, SET THE\nCANNABIS BUSINESS TAX RATE FOR CANNABIS\nSTOREFRONT RETAILERS, AND CLARIFY THE\nNATURE OF PROHIBITED CANNABIS BUSINESSES AND\nEXISTING REGULATIONS PERTAINING TO TOBACCO\nAND TOBACCO CIGARETTE SALES; AND\nDETERMINING AND CERTIFYING THAT THE\nORDINANCE IS EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT

8.5 El Toro Road Medians Improvement Project (Westbound El Toro\nRoad between Moulton Parkway to Calle Sonora)\nRecommendation: Approve a conceptual design, tree palette, and\nplant palette, for the El Toro Road Medians Improvement Project\n(Westbound El Toro Road between Moulton Parkway to Calle\nSonora), and authorize staff to proceed with preparing final design\ndocuments.
