Approve the Second Amendment to\nAgreement with Mike Linares, Inc. for Community Development Block\nGrant (CDBG) Consulting Services and find that the Amendment is not a\nproject subject to CEQA pursuant to State CEQA Guidelines section 15378,\nand even if it is a project then the action is exempt from CEQA pursuant to\nState CEQA Guidelines section 15061(b)(3). 2.
