Award a Professional Consulting Services\nAgreement in the amount of $873,540.88 to LSA Associates, Inc. (“LSA”),\nof Irvine, California, to provide Environmental Consulting Services related\nto Environmental Impact Reports (EIRs). The EIRs are for three projects\n(Site Development Permits 08-23-5653, 09-23-5658, and 06-21-5437)\nlocated at 26110, 26140, 26160, 26250, and 26200 Enterprise Way. 2.\nAuthorize the Mayor to sign and the City Clerk to attest to the Professional\nConsulting Services Agreement with LSA, substantially in the form\nattached. 3. 11. SECOND AMENDMENT TO AGREEMENT WITH INTERWEST\nCONSULTING GROUP, INC. FOR BUILDING AND SAFETY SERVICES\nRECOMMENDED ACTION: 1. Approve the Second Amendment to the\nProfessional Services Agreement with Interwest Consulting Group, Inc.\n(“Interwest”) contract for Building and Safety Services to extend the term an\nadditional year, update hourly billing rates and service processes under the\nagreement, and increase total compensation in the amount of $500,000 for\na total not-to-exceed compensation amount of $6,340,000. 2. Authorize the\nMayor to sign, and the City Clerk to attest, the Second Amendment to the\nProfessional Services Agreement with Interwest, substantially in the form\nattached.

12. ACCEPTANCE OF PORTOLA CENTER IMPROVEMENTS AND RELEASE\nOF BONDS FOR TRACT 18096\nRECOMMENDED ACTION: 1. Accept as complete the tract improvements\nand monumentation constructed by Portola Senior Housing Associates, LP\nfor Tract 18096. 2. Authorize the City Clerk to release the Subdivision\nFaithful Performance and Subdivision Labor and Materials Bonds, both in\nthe amount $576,068 and the Subdivision Improvement Monumentation\nBond in the amount of $750. 3. Authorize the City Clerk to release the\nSubdivision Improvement Warranty Bond in the amount of $57,606.90 one\nyear after acceptance of the public improvements for Tract 18096 with\nconcurrence of the Director of Public Works/City Engineer.

Adopt a Resolution entitled: A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA,\nAMENDING THE 2023-2030 CAPITAL IMPROVEMENT PLAN;\nAMENDING APPROPRIATIONS FOR FISCAL YEAR 2023-24. 3. Award a\ncontract in the amount of $4,668,668 to All American Asphalt, Inc. 4.
