AWARD CONSTRUCTION CONTRACT FOR RANCHO PARKWAY &\nLAKE FOREST DRIVE STREET IMPROVEMENTS (24T05), JERONIMO\nROAD & LAKE FOREST DRIVE (24T06), AND LOS ALISOS\nBOULEVARD & ROCKFIELD BOULEVARD INTERSECTION\nIMPROVEMENTS (24T07)\nRECOMMENDED ACTION: 1. Approve contract documents for\nconstruction of Rancho Parkway & Lake Forest Drive Street Improvements\n(24T05), Jeronimo Road & Lake Forest Drive (24T06), and Los Alisos\nBoulevard & Rockfield Boulevard Intersection Improvements (24T07).\n2. Disqualify the apparent low bidder, Elecnor Belco Electric, Inc., for\nhaving interests as both a prime contractor and subcontractor on another\nbid for this project. 3. Adopt Resolution entitled, “A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA,\nAMENDING THE 2023-2030 CAPITAL IMPROVEMENT PLAN;\nAMENDING APPROPRIATIONS FOR FISCAL YEAR 2024-25. 4. Award a\ncontract in the amount of $1,889,257.30 to the second lowest bidder, All\nAmerican Asphalt. 5. Reject all other bids received and authorize return of\nthe bid bonds upon receipt of the executed contract documents from All\nAmerican Asphalt. 6. Authorize the Mayor to sign, and the City Clerk to\nattest the contract with All American Asphalt.

12. NOTICE OF COMPLETION FOR STRUCTURAL STEEL PATIO COVER\nAT LAKE FOREST CIVIC CENTER SENIOR CENTER (PW 2022-13)\nRECOMMENDED ACTION: 1. Find that Zuma Construction Group, Inc.\nhas completed construction of Lake Forest Civic Center Senior Center\nStructural Steel Patio Cover (PW 2022-13). 2. Approve the Notice of\nCompletion and authorize the Mayor to execute the document on behalf of\nthe City. 3. Authorize the City Clerk to submit Notice of Completion for\nrecordation to the Office of the County Recorder of Orange County within\nfifteen days of the City Council approval, as required by Section 9204 of\nthe California Civil Code. 4. Authorize staff to release any unencumbered\nretention in accordance with California law.
