11. APPROVAL OF FINAL TRACT MAP NO. 19299\nRECOMMENDED ACTION: 1. Adopt a Resolution entitled: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST,\nCALIFORNIA, APPROVING FINAL TRACT MAP NO. 19299, CREATING A\n57-NUMBERED AND 30-LETTERED LOT SUBDIVISION FOR SINGLE\nFAMILY RESIDENTIAL PURPOSES ON 12.406 ACRES LOCATED ON\nTHE SOUTHWEST CORNER OF BAKE PARKWAY AND RANCHO\nPARKWAY. 2. Approve the Subdivision Improvement Agreement with Toll\nWest Inc., doing business as Toll Brothers West Inc., a Delaware\nCorporation, to construct the subdivision improvements associated with\nFinal Tract Map No. 19299 and authorize the Mayor to execute and City\nClerk to attest the agreement. 3. Accept the Subdivision Improvement\nFaithful Performance Bond and Subdivision Improvement Labor and\nMaterial Bond, each in the amount of $429,838.41, the Subdivision\nImprovement Warranty Bond in the amount of $42,983.84, and the\nSubdivision Improvement Monument Bond in the amount of $66,000 from\nToll Brothers West Inc. for the construction of subdivision improvements.

Approve the Notice of Completion and authorize the\nmayor to execute the document on behalf of the City. 3. Authorize City\nClerk to submit Notice of Completion for recordation to the Office of the\nCounty Recorder of Orange County within fifteen days of the City Council\napproval, as required by Section 9204 of the California Civil Code. 4.\nAuthorize staff to release any unencumbered retention in accordance with\nCalifornia law.

Find that the adoption of the proposed\nurgency ordinance is statutorily exempt from review under the California\nEnvironmental Quality Act (“CEQA”) under Public Resources Code section\n21080.17. 2. Adopt an urgency ordinance entitled: “AN URGENCY\nORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST\nFOR ZONING CODE AMENDMENT 12-24-5760 AMENDING SECTION\n9.146.050 OF CHAPTER 9.146 OF TITLE 9 OF THE LAKE FOREST\nMUNICIPAL CODE RELATING TO ACCESSORY DWELLING UNITS AND\nJUNIOR ACCESSORY DWELLING UNITS, AND FINDING THE ACTION\nTO BE STATUTORILY EXEMPT FROM CEQA UNDER PUBLIC\nRESOURCES CODE § 21080.17.”
