13. FIRST AMENDMENT TO THE AGREEMENT WITH CROWN FACILITY\nSOLUTIONS FOR SPECIAL EVENT JANITORIAL SERVICES AT THE\nCOMMUNITY CENTER, PERFORMING ARTS CENTER, AND THE\nCLUBHOUSE\nRECOMMENDED ACTION: 1. Approve the First Amendment to the\nAgreement to Crown Facility Solutions with a compensation amount of\n$316,000 for special event janitorial maintenance services at the\nCommunity Center, Performing Arts Center, and The Clubhouse. 2.\nAuthorize the Mayor to sign, and the City Clerk attest, the First Amendment\nto the Agreement with Crown Facility Solutions, substantially in the form\nattached.

Approve the Agreement entitled Schedule\nLS-1 Option E, Energy Efficiency-Light Emitting Diode (“LED”) Fixture\nReplacement Rate Agreement Form 14-965 with Southern California\nEdison. 2. 15. CONSIDERATION OF THE FIVE-YEAR CONSOLIDATED PLAN AND\nANNUAL ACTION PLAN FOR THE CITY'S COMMUNITY DEVELOPMENT\nBLOCK GRANT\nRECOMMENDED ACTION: 1. Conduct a public hearing and approve the\nFiscal Year 2025-2030 Consolidated Plan and Fiscal Year 2025-26 Action\nPlan, and Fiscal Year 2025-2030, and Orange County Regional\nAssessment of Fair Housing. 2. Authorize staff to submit the approved\nplans to the U.S. Department of Housing and Urban Development.

16. NOISE ORDINANCE UPDATE\nRECOMMENDED ACTION: 1. Adopt a Resolution entitled: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST,\nCALIFORNIA AMENDING THE NOISE SECTION AND EMERGENCY\nOPERATIONS SECTION OF THE GENERAL PLAN 2040 PUBLIC\nSAFETY ELEMENT AND FINDING SAID ACTION TO BE EXEMPT FROM\nTHE CALIFORNIA ENVIRONMENTAL QUALITY ACT. (Attachment 2); 2.\nConduct a first reading of an Ordinance entitled: AN ORDINANCE OF THE\nCITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA,\nAMENDING CHAPTER 11.16 OF THE LAKE FOREST MUNICIPAL CODE\nRELATING TO NOISE CONTROL AND FINDING SAID ACTION TO BE\nEXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.\n(Attachment 3); 3.
