Find that FieldTurf USA, Inc. has\ncompleted construction of the Lake Forest Sports Park Synthetic Turf\nReplacement Project (25P02). 2. Approve the Notice of Completion\nand authorize the Mayor to execute the document on behalf of the\nCity. 3. Authorize the City Clerk to submit the Notice of Completion for\nrecordation to the Office of the County Recorder of Orange County\nwithin fifteen days of the City Council approval, as required by Section\n9204 of the California Civil Code.

11. ACCEPTANCE OF TOLL BROTHERS IMPROVEMENTS AND RELEASE\nOF BONDS FOR TRACT 18142\nRECOMMENDED ACTION: 1. Accept as complete the tract improvements\nand monumentation constructed by Toll Brothers West, Inc., a Delaware\ncorporation, for Tract 18142. 2. Authorize the City Clerk to release the\nSubdivision Improvement Monumentation Bond in the amount of $23,850.

12. ACCEPTANCE OF TOLL BROTHERS IMPROVEMENTS AND RELEASE\nOF BONDS FOR TRACT 19125\nRECOMMENDED ACTION: 1. Accept as complete the tract improvements\nand monumentation constructed by Toll Brothers West Inc., a Delaware\ncorporation, for Tract 19125. 2. Authorize the City Clerk to release the\nSubdivision Faithful Performance and Subdivision Labor and Materials\nBonds, both in the amount of $176,811.01, and the Subdivision\nImprovement Monumentation Bond in the amount of $59,250. 3. Authorize\nthe City Clerk to release the Subdivision Improvement Warranty Bond in\nthe amount of $17,681.10 one year after acceptance of the public\nimprovements for Tract 19125 with the concurrence of the Acting Director\nof Public Works/City Engineer.

13. ACCEPTANCE OF TOLL BROTHERS IMPROVEMENTS AND RELEASE\nOF BONDS FOR TRACT 19126\nRECOMMENDED ACTION: 1. Accept as complete the tract improvements\nand monumentation constructed by Toll Brothers West Inc., a Delaware\ncorporation, for Tract 19126. 2. Authorize the City Clerk to release the\nSubdivision Faithful Performance and Subdivision Labor and Materials\nBonds, both in the amount of $229,598.09, and the Subdivision\nImprovement Monumentation Bond in the amount of $33,750. 3. Authorize\nthe City Clerk to release the Subdivision Improvement Warranty Bond in\nthe amount of $22,959.80 one year after acceptance of the public\nimprovements for Tract 19126 with the concurrence of the Acting Director\nof Public Works/City Engineer.

14. ACCEPTANCE OF TOLL BROTHERS IMPROVEMENTS AND RELEASE\nOF BONDS FOR TRACT 19127\nRECOMMENDED ACTION: 1. Accept as complete the tract improvements\nand monumentation constructed by Toll Brothers West Inc., a Delaware\ncorporation, for Tract 19127. 2. Authorize the City Clerk to release the\nSubdivision Faithful Performance and Subdivision Labor and Materials\nBonds, both in the amount of $385,378.89, and the Subdivision\nImprovement Monumentation Bond in the amount of $45,600. 3. Authorize\nthe City Clerk to release the Subdivision Improvement Warranty Bond in\nthe amount of $38,537.88 one year after acceptance of the public\nimprovements for Tract 19127 with the concurrence of the Director of\nPublic Works/City Engineer.

15. SECOND AMENDMENT TO THE AGREEMENT WITH BRIGHTLIFE\nDESIGN, LLC FOR SEASONAL AND YEAR-ROUND LIGHTING SERVICES\nRECOMMENDED ACTION: 1. Approve the Second Amendment to the\nAgreement with Brightlife Designs, LLC for Seasonal and Year-Round\nLighting Services. 2. Authorize the Mayor to sign, and the City Clerk attest,\nthe Second Amendment to the Agreement with Brightlife Designs, Inc,\nsubstantially in the form attached.

16. URGENCY ORDINANCE ESTABLISHING A TEMPORARY MORATORIUM\nON MASSAGE ESTABLISHMENTS\nRECOMMENDED ACTION: 1. Find and determine that the proposed\nurgency ordinance is not a “project” within the meaning of Section 15378\nof the State of California Environmental Quality Act (“CEQA”) Guidelines\n(Title 14 of the California Code of Regulations) and is exempt from the\nrequirements of CEQA under Section 15061(b)(3) of the CEQA\nGuidelines; and 2. Adopt Urgency Ordinance No. ____, entitled: AN\nURGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nLAKE FOREST ESTABLISHING A TEMPORARY MORATORIUM ON\nMASSAGE ESTABLISHMENTS PENDING STUDY AND THE\nPREPARATION OF AN UPDATE TO THE CITY’S MUNICIPAL CODE\nAND ZONING CODE AND DETERMINING THE ORDINANCE TO BE\nEXEMPT FROM CEQA.

17. COMMUNITY SERVICES COMMISSION STIPEND\nRECOMMENDED ACTION: Adopt a Resolution entitled: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE\nFOREST, CALIFORNIA REGARDING COMPENSATION\nRECEIVED BY LAKE FOREST COMMUNITY SERVICES\nCOMMISSIONERS AND FINDING THE ACTION EXEMPT FROM\nTHE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).

18. AUTHORIZATION TO PARTNER WITH COUNTY OF ORANGE ON\nA JOINT REQUEST FOR PROPOSALS FOR THE GOLF COURSE\nPROPERTY\nRECOMMENDED ACTION: 1. Authorize a Joint Request for Proposals for\nthe Lake Forest Golf Course and Practice Center Long-Term Ground Lease\nwith the County of Orange utilizing the County of Orange procurement\nprocess in lieu of the City’s standard procurement process. 2. Authorize the\nCity Manager to execute all necessary documents related to this action.

2. RECOGNITION OF 2025 FOURTH OF JULY PARADE VOLUNTEERS,\nSPECIAL GROUPS, SPONSORS, AND AWARD WINNERS\nRECOMMENDED ACTION: 1. Recognize the volunteers who helped\nplan and produce the 2025 Lake Forest 4th of July Parade. 2. Recognize\nthe groups that provided police services, street closures, street cleaning,\nand ambulatory services. 3. Recognize the parade sponsors. 4. Present\nawards to the winning parade entries.

3. RECOGNITION OF ORANGE COUNTY SHERIFF’S DEPARTMENT CRIME\nPREVENTION SPECIALIST\nRECOMMENDED ACTION: Recognize Orange County Sheriff’s\nDepartment Crime Prevention Specialist Brittney Oldham for seven years\nof service to the City of Lake Forest.

4. NATIONAL EMERGENCY MANAGEMENT AWARENESS MONTH\nRECOMMENDED ACTION: Approve the Proclamation designating\nAugust 2025 as National Emergency Management Awareness Month.

Authorize the Mayor to sign, and the City Clerk to attest, the\nSecond Amendment to the Professional Services Agreement with De Novo\nsubstantially in the form attached. 3.
