7. ACCEPTANCE OF TOLL BROTHERS IMPROVEMENTS AND RELEASE\nOF BONDS FOR TRACT 19124\nRECOMMENDED ACTION: 1. Accept as complete the tract improvements\nand monumentation constructed by Toll Brothers West Inc., a Delaware\ncorporation, for Tract 19124. 2. Authorize the City Clerk to release the\nSubdivision Faithful Performance and Subdivision Labor and Materials\nBonds, both in the amount of $176,811.01, and the Subdivision\nImprovement Monumentation Bond in the amount of $59,250. 3. Authorize\nthe City Clerk to release the Subdivision Improvement Warranty Bond in\nthe amount of $17,681.10 one year after acceptance of the public\nimprovements for Tract 19124 with the concurrence of the Director of Public\nWorks/City Engineer.

8. NOTICE OF COMPLETION FOR NON-ARTERIAL STREETS ASPHALT\nREPAIRS ZONE D (24S01A)\nRECOMMENDED ACTION: 1. Find that LCR, Inc. has completed\nconstruction of Non-Arterial Streets Asphalt Repairs Zone D (24S01A). 2.\nApprove the Notice of Completion and authorize the Mayor to execute the\ndocument on behalf of the City. 3. Authorize City Clerk to submit Notice of\nCompletion for recordation to the Office of the County Recorder of Orange\nCounty within fifteen days of the City Council approval, as required by\nSection 9204 of the California Civil Code. 4. Authorize staff to release any\nunencumbered retention in accordance with California law.

Approve contract documents for\nconstruction of Jeronimo Road Widening (PW 2019-08), El Toro Road\nMedian Improvements (PW 2020-07), and Trabuco Road Median\nImprovements (24S09B). 2. Adopt a Resolution entitled, "A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA,\nAMENDING THE 2025-2032 CAPITAL IMPROVEMENT PLAN;\nAMENDING APPROPRIATIONS FOR FISCAL YEAR 2025-26." 3. Award a\ncontract in the amount of $8,364,464 to All American Asphalt, Inc. 4. Reject\nall other bids received and authorize return of the bid bonds upon receipt of\nthe executed contract documents from All American Asphalt, Inc. 5.\nAuthorize the Mayor to sign, and the City Clerk to attest the contract with All\nAmerican Asphalt, Inc.
