5. ORDINANCE REGARDING SOLID WASTE CONTINUATION RIGHTS\nRECOMMENDED ACTION: Conduct a second reading of and adopt an\nOrdinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF LAKE\nFOREST, CALIFORNIA AMENDING CHAPTER 16.03 OF TITLE 16 OF\nTHE MUNICIPAL CODE REGARDING CONTINUATION RIGHTS.

6. NOTICE OF COMPLETION FOR CITYWIDE STREET NAME SIGNS\nPROJECT (22S02)\nRECOMMENDED ACTION: 1. Find that Bear Electrical Solutions has\ncompleted construction of the Citywide Street Name Signs Project (22S02).\n2. Approve the Notice of Completion and authorize the Mayor to execute\nthe document on behalf of the City. 3. Authorize the City Clerk to submit the\nNotice of Completion for recordation to the Office of the County Recorder of\nOrange County within fifteen days of the City Council approval, as required\nby Section 9204 of the California Civil Code. 4. Authorize staff to release\nany unencumbered retention in accordance with California law.

FISCAL YEAR 2024-25 COMMUNITY DEVELOPMENT BLOCK GRANT\n(CDBG) CONSOLIDATED ANNUAL PERFORMANCE EVALUATION\nREPORT (CAPER)\nRECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA,\nAPPROVING THE FY 2024-25 CONSOLIDATED ANNUAL\nPERFORMANCE EVALUATION REPORT FOR THE CITY'S COMMUNITY\nDEVELOPMENT BLOCK GRANT PROGRAM.

8. ANNUAL REVIEW OF DEVELOPMENT AGREEMENTS\nRECOMMENDED ACTION: 1. Conduct the annual review of Development\nAgreements between the City and the following parties: a. USA Portola\nProperties, LLC (“Baldwin”); b. Lennar Homes (“Lennar”); c. Toll Brothers\nWest, Inc. (“Toll Brothers”; 2. Find that Baldwin, Lennar, and Toll Brothers\nare each in good faith compliance with its respective Development\nAgreements.
