7.\nACCEPTANCE OF LENNAR HOMES IMPROVEMENTS AND RELEASE OF\nBONDS FOR TRACT 18188\nRECOMMENDED ACTION: 1. Accept as complete the tract improvements\nand monumentation constructed by Lennar Homes of California, Inc., A\nCalifornia Corporation, for Tract 18188. 2. Authorize the City Clerk to\nrelease the Subdivision Faithful Performance and Subdivision Labor and\nMaterials Bonds, both in the amount of $612,450 for the tract civil\nimprovements, the Subdivision Faithful Performance and Subdivision\nLabor and Materials Bonds both in the amount of $1,301,339.93 for the\nfront yard landscaping and irrigation improvements, and the Subdivision\nImprovement Monumentation Bond in the amount of $22,000. 3. Authorize\nthe City Clerk to release the Subdivision Improvement Warranty. Bond in\nthe amount of $61,245 for the tract civil improvements and the Subdivision\nImprovement Warranty Bond in the amount of $130,134 for the front yard\nlandscaping and irrigation improvements one year after acceptance of the\npublic improvements for Tract 18188 with the concurrence of the Director\nof Public Works/City Engineer.

8.\nADOPTION OF THE 2025 CALIFORNIA BUILDING STANDARDS CODE\nWITH LOCAL AMENDMENTS\nRECOMMENDED ACTION: 1. Conduct public hearing and second reading\nof Ordinance No. ___ entitled: AN ORDINANCE OF THE CITY COUNCIL\nOF THE CITY OF LAKE FOREST CALIFORNIA, REPEALING ORDINANCE\nNO. 360, AMENDING CHAPTERS 8.02, 8.06, 8.08, 8.14, 8.16, 8.20, 8.22,\nAND 8.24, AND REPEALING CHAPTER 8.04, OF THE LAKE FOREST\nMUNICIPAL CODE, AND ADOPTING BY REFERENCE THE 2025 EDITION\nOF THE CALIFORNIA BUILDING STANDARDS CODE (CALIFORNIA CODE\nOF REGULATIONS, TITLE 24), TOGETHER WITH CERTAIN ADDITIONS,\nAMENDMENTS, AND DELETIONS. 2. Find that adoption of Ordinance No.\n____ is not subject to the California Environmental Quality Act (CEQA)\npursuant to Sections 15060(c)(2) (the activity will not result in a direct or\nreasonably foreseeable indirect physical change in the environment) and\n15060(c)(3) (the activity is not a project as defined in Section 15378) of the\nCEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,\nbecause it has no potential for resulting in physical change to the\nenvironment, directly or indirectly. 3. 9.\nCOOPERATIVE AGREEMENTS WITH CITY OF IRVINE FOR LAKE FOREST\nTRANSPORTATION MITIGATION PROGRAM AND NORTH IRVINE\nTRANSPORTATION PROGRAM PROJECTS\nRECOMMENDED ACTION: 1. Approve the Cooperative Agreement with\nthe City of Irvine finalizing the Lake Forest Transportation Mitigation\nProgram and North Irvine Transportation Mitigation Program fair-share\ncontributions and closing out the shared intersection improvement\nprojects. 2. Authorize the Mayor to sign, and the City Clerk to attest, the\nCooperative Agreement with the City of Irvine, substantially in the form\nattached. 3. Adopt a Resolution entitled: A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING\n2025-2027 OPERATING BUDGET; AMENDING REVENUE ESTIMATES\nFOR FISCAL YEAR 2025-26.
