Approve the Third Amendment to the\nProfessional Services Agreement with LSA Associates, Inc. (“LSA”) for\nEnvironmental Consulting Services Related to Environmental Impact\nReports (“EIRs”). 2. Authorize the Mayor to sign and the City Clerk to\nattest, the Third Amendment to the Professional Services Agreement\nwith LSA substantially in the form attached. 3. Adopt a Resolution\nentitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLAKE FOREST, CALIFORNIA, AMENDING THE 2025-2027\nOPERATING BUDGET; AMENDING APPROPRIATIONS FOR FISCAL\nYEAR 2025-26.

6.\nAWARD OF CONTRACT FOR TRAFFIC ENGINEERING SERVICES\nRECOMMENDED ACTION: 1. Award a contract with Hartzog & Crabill,\nInc. in the amount of $748,800 for Traffic Engineering Services. 2.\nAuthorize the Mayor to sign, and the City Clerk to attest to, the\ncontract for Traffic Engineering Services, substantially in the form\nattached.

7.\nACCEPTANCE OF TOLL BROTHERS IMPROVEMENTS AND RELEASE\nOF BONDS FOR TRACT 19128\nRECOMMENDED ACTION: 1. Accept as complete the tract\nimprovements and monumentation constructed by Toll Brothers West\nInc., a Delaware corporation, for Tract 19128. 2. Authorize the City\nClerk to release the Subdivision Faithful Performance and Subdivision\nLabor and Materials Bonds, both in the amount of $535,206.17, and\nthe Subdivision Improvement Monumentation Bond in the amount of\n$38,100. 3. Authorize the City Clerk to release the Subdivision\nImprovement Warranty Bond in the amount of $53,520.61 one year\nafter acceptance of the public improvements for Tract 19128 with the\nconcurrence of the Director of Public Works/City Engineer.

8.\nURGENCY ORDINANCE AMENDING LAKE FOREST MUNICIPAL\nCODE SECTION 9.146.050 RELATING TO ACCESSORY DWELLING\nUNITS\nRECOMMENDED ACTION: 1. Find that the adoption of the proposed\nurgency ordinance is statutorily exempt from review under the\nCalifornia Environmental Quality Act (“CEQA”) pursuant to Public\nResources Code § 21080.17. 2. Waive full reading and adopt by title\nonly an urgency ordinance entitled: “AN URGENCY ORDINANCE OF\nTHE CITY COUNCIL OF THE CITY OF LAKE FOREST AMENDING\nSECTION 9.146.050 OF THE LAKE FOREST MUNICIPAL CODE\nRELATING TO ACCESSORY DWELLING UNITS AND JUNIOR\nACCESSORY DWELLING UNITS TO COMPLY WITH RECENT\nCHANGES IN STATE LAW, AND FINDING THE ACTION TO BE\nSTATUTORILY EXEMPT FROM CEQA UNDER PUBLIC RESOURCES\nCODE § 21080.17.”
