8.\nNOTICE OF COMPLETION FOR MUSCO LIGHT REPLACEMENT\nPROJECT (23P04)\nRECOMMENDED ACTION: 1. Approve Contract Change Order No. 1 in the\namount of $87,085.87. 2. Adopt a Resolution entitled: A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA,\nAMENDING 2025-2027 OPERATING BUDGET; AMENDING OPERATING\nAPPROPRIATIONS FOR FISCAL YEAR 2025-26. 3. Find that Horizon’s\nConstruction Co., International, Inc. has completed construction of the\nMUSCO LED Light Replacement Project (23P04). 4. Approve the Notice of\nCompletion and authorize the Mayor to execute the document on behalf of\nthe City. 5. Authorize the City Clerk to submit the Notice of Completion for\nrecordation to the Office of the County Recorder of Orange County within\nfifteen days of the City Council approval, as required by Section 9204 of the\nCalifornia Civil Code. 6. Authorize staff to release any unencumbered\nretention in accordance with California law.

Approve the Waste Infrastructure System\nEnterprise Agreement (“WISE Agreement”) with the County of Orange for\nmunicipal solid waste disposal rates and services. 2. Authorize the City\nManager, or designee, to execute the agreement on behalf of the City and\nmake minor modifications as necessary.
