14.\nADOPTION OF A RESOLUTION OF INTENTION TO ABANDON\nWHISPERING HILLS PARK SITE PURSUANT TO THE MUNICIPAL PARK\nABANDONMENT LAW (GOVERNMENT CODE §38501 ET SEQ.)\nRECOMMENDED ACTION: 1. Find that the proposed action is not a\nproject under the California Environmental Quality Act (“CEQA”) because it\ndoes not commit the City to a definite course of action regarding\ndevelopment of the site, and alternatively, that the proposed action is\nexempt under the “common sense” exemption in CEQA Guidelines Section\n15061(b)(3), as it can be seen with certainty that there is no possibility the\naction may have a significant effect on the environment. The action\nconsists solely of the abandonment of undeveloped City-owned parkland\nand does not authorize any physical changes or development. City staff is\ndirected to file a Notice of Exemption with the County Clerk and State\nClearinghouse. 2. Adopt a Resolution entitled: “A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA,\nDECLARING ITS INTENTION TO ABANDON REAL PROPERTY AND\nSETTING THE DATE FOR A MEETING TO CONSIDER THE\nABANDONMENT OF PROPERTY PURSUANT TO THE MUNICIPAL PARK\nABANDONMENT LAW OF 1939.” 3. Set a public hearing date of June 9,\n2026, to consider adoption of a final resolution ordering abandonment of\nthe park designation. 4. Direct staff to publish and post required notices in\naccordance with State law.
