Approve a Third Amendment to the Agreement with MCCi, LLC, formerly ECS Imaging, Inc. for electronic document management software and services for a one-year term extension with an increase in compensation of $38,777.90, bringing the total not-to-exceed amount to $226,597.90. 2. Authorize the Mayor to sign, and the City Clerk to attest, the Third Amendment to the Agreement with MCCi, LLC substantially in the form attached.

Award a Professional Consultant Services Agreement for Affordable Housing Consultant Services in the amount of $213,615 to RSG, Inc. 2. Authorize the Mayor to sign, and the City Clerk to attest, the award of contract to RSG, Inc. substantially in the form attached.

Approve the proposed Fourth Amendment to the Agreement with AmeriNat, for loan portfolio management services to Mayor to sign, and the City Clerk to attest the Fourth Amendment to the Agreement with AmeriNat, substantially in the form attached. 3. Approve the proposed Professional Services Agreement with American Deposit Lake Forest and Lake Forest Housing Authority. 4. Authorize the Mayor to sign, and the City Clerk to attest the Professional Consultant Services Agreement with American Deposit Management, LLC, substantially in the form attached.

15. AWARD CONSTRUCTION CONTRACT FOR SLURRY SEAL PROJECT FOR RESIDENTIAL STREETS, ZONE D (26S01A) AND CIVIC CENTER PARKING LOT (26F01) RECOMMENDED ACTION: 1. Approve contract documents for construction of Slurry Seal Project for Residential Streets, Zone D (26S01A) and Civic Center Parking Lot (26F01). 2. Award a Construction Contract in the amount of $2,046,878 to Pavement Coatings Co. 3. Reject all other bids received and authorize return of the bid bonds upon receipt of the executed contract documents from Pavement Coatings Co. 4. Authorize the Mayor to sign, and the City Clerk to attest, the contract with Pavement Coatings Co.

19. DECLARATION OF THE WHISPERING HILLS SITE AS SURPLUS LAND AND AUTHORIZATION FOR STAFF TO ISSUE A NOTICE OF AVAILABILITY PURSUANT TO THE CALIFORNIA SURPLUS LAND ACT RECOMMENDED ACTION: 1. Adopt a Resolution entitled: “A MAKING FINDINGS AND DECLARING, PURSUANT TO GOVERNMENT CODE SECTION 54221, THAT CERTAIN REAL PROPERTY LOCATED ALONG LAKE FOREST DR, BETWEEN VINTAGE WOODS ROAD AND DIMENSION DRIVE, IDENTIFIED WITH ASSESSOR’S PARCEL NUMBER 613-621-18, IS SURPLUS LAND, APPROVING THE NOTICE OF AVAILABILITY THEREFOR, AUTHORIZING THE CITY MANAGER TO COMPLY WITH THE SURPLUS LAND ACT AND TAKING RELATED ACTIONS, FINDING THAT SUCH DECLARATION IS EXEMPT FROM ENVIRONMENTAL REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO SECTIONS 15060(C) (3) AND 15312 OF THE STATE CEQA GUIDELINES AND DIRECTING STAFF TO ISSUE A NOTICE OF EXEMPTION” 2. Authorize staff to issue a Notice of Availability (“NOA”) to the California Department of Housing and Community Development (“HCD”) and all entities required under the Surplus Land Act (Government Code §54220 et seq.). 3. Find, pursuant to the California Environmental Quality Act (“CEQA"), that declaring the property as surplus land, approving the form of the Notice of Availability, and authorizing the City Manager to comply with the Surplus Land Act, will not result in a direct or reasonably foreseeable indirect physical change in the environment and therefore is not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3). Alternatively, find that the action is exempt from CEQA pursuant to CEQA Guidelines Section 15312 (Surplus Government Property), because the property is not located in an area of statewide, regional, or area-wide concern. Direct staff to file a Notice of Exemption.

Find that All American Asphalt has completed construction of Rancho Parkway & Lake Forest Drive Street Improvements (24T05), Jeronimo Road & Lake Forest Drive Improvements (24T06), and Los Alisos Boulevard & Rockfield Boulevard Intersection Improvements (24T07). 2. Approve the Notice of Completion and authorize the Mayor to execute the document on behalf of the City. 3. Authorize the City Clerk to submit Notice of Completion for recordation to the Office of the County Recorder of Orange County within fifteen days of the City Council approval, as required by Section 9204 of the California Civil Code. 4. Authorize staff to release any unencumbered retention in accordance with California law.
