1. WILDFIRE AWARENESS AND PREVENTION SEASON PROCLAMATION RECOMMENDED ACTION: Approve a Proclamation designating Mid- Summer-Early Autumn 2026 as “Wildfire Awareness and Prevention Season.”

10. THIRD AMENDMENT TO THE AGREEMENT WITH MCCI, LLC, FORMERLY ECS IMAGING, INC., FOR ELECTRONIC DOCUMENT MANAGEMENT SOFTWARE AND SERVICES RECOMMENDED ACTION: 1. Approve a Third Amendment to the Agreement with MCCi, LLC, formerly ECS Imaging, Inc. for electronic document management software and services for a one-year term extension with an increase in compensation of $38,777.90, bringing the total not-to-exceed amount to $226,597.90. 2. Authorize the Mayor to sign, and the City Clerk to attest, the Third Amendment to the Agreement with MCCi, LLC substantially in the form attached.

11. AWARD OF CONTRACT FOR AFFORDABLE HOUSING CONSULTANT SERVICES RECOMMENDED ACTION: 1. Award a Professional Consultant Services Agreement for Affordable Housing Consultant Services in the amount of $213,615 to RSG, Inc. 2. Authorize the Mayor to sign, and the City Clerk to attest, the award of contract to RSG, Inc. substantially in the form attached.

12. RESPONSE TO THE ORANGE COUNTY GRAND JURY REGARDING "WILDFIRES HIT HOME" RECOMMENDED ACTION: Approve and authorize the City Manager to submit the City’s response to the Orange County Grand Jury report "Wildfires Hit Home."

13. RESPONSE TO ORANGE COUNTY GRAND JURY REGARDING CALIFORNIA HOUSING MANDATES REPORT RECOMMENDED ACTION: Approve and authorize the City Manager to submit the City's response to the Orange County Grand Jury Report regarding California Housing Mandates.

14. CONSIDERATION OF FOURTH AMENDMENT TO 2022-2025 AGREEMENT WITH AMERINAT FOR HOUSING REHABILITATION LOAN AND PAINT GRANT PROGRAM PORTFOLIO MANAGEMENT SERVICES AND PROFESSIONAL CONSULTANT SERVICES AGREEMENT WITH AMERICAN DEPOSIT MANAGEMENT, LLC, FOR LOAN DOCUMENT PREPARATION SERVICES RECOMMENDED ACTION: 1. Approve the proposed Fourth Amendment to the Agreement with AmeriNat, for loan portfolio management services to Mayor to sign, and the City Clerk to attest the Fourth Amendment to the Agreement with AmeriNat, substantially in the form attached. 3. Approve the proposed Professional Services Agreement with American Deposit Lake Forest and Lake Forest Housing Authority. 4. Authorize the Mayor to sign, and the City Clerk to attest the Professional Consultant Services Agreement with American Deposit Management, LLC, substantially in the form attached.

15. AWARD CONSTRUCTION CONTRACT FOR SLURRY SEAL PROJECT FOR RESIDENTIAL STREETS, ZONE D (26S01A) AND CIVIC CENTER PARKING LOT (26F01) RECOMMENDED ACTION: 1. Approve contract documents for construction of Slurry Seal Project for Residential Streets, Zone D (26S01A) and Civic Center Parking Lot (26F01). 2. Award a Construction Contract in the amount of $2,046,878 to Pavement Coatings Co. 3. Reject all other bids received and authorize return of the bid bonds upon receipt of the executed contract documents from Pavement Coatings Co. 4. Authorize the Mayor to sign, and the City Clerk to attest, the contract with Pavement Coatings Co.

16. APPROVAL OF PARCEL MAP NO. 2025-121 RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION APPROVING FINAL PARCEL MAP NO. 2025-121, FOR CONDOMINIUM PURPOSES AND SUBDIVIDING ONE EXISTING INDUSTRIAL OFFICE COMPLEX PARCEL INTO 4 NEW PARCELS AND ALLOWING UP TO 80 INDUSTRIAL OFFICE CONDOMINIUM UNITS, IN THE PACIFIC COMMERCENTRE PLANNED COMMUNITY-BUSINESS PARK AT 21098 BAKE PARKWAY, ASSESSOR’S PARCEL NUMBER 610-311-13

17. SECOND EXTENSION OF URGENCY ORDINANCE FOR MORATORIUM ON MASSAGE ESTABLISHMENTS. RECOMMENDED ACTION: Adopt an Urgency Ordinance entitled: AN EXTENSION OF AN URGENCY ORDINANCE OF THE CITY COUNCIL ORDINANCE NO. 379 ADOPTED BY THE CITY COUNCIL OF THE CITY OF LAKE FOREST ON AUGUST 19, 2025, AND SUBSEQUENTLY EXTENDED BY ORDINANCE NO. 381 TO AUGUST 18, 2026, PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 65858 TEMPORARILY PROHIBITING THE ESTABLISHMENT OF BUSINESSES OFFERING MASSAGES PENDING STUDY AND ADOPTION OF REGULATORY AND ZONING STANDARDS AND DETERMINING THE ORDINANCE TO BE EXEMPT FROM CEQA.

18. LAKE FOREST MUNICIPAL CODE AMENDMENT REGARDING ELECTRIC BICYCLES RECOMMENDED ACTION: Introduce for first reading an Ordinance LAKE FOREST, CALIFORNIA, AMENDING CHAPTER 12.24 OF TITLE 12 OF THE LAKE FOREST MUNICIPAL CODE, RELATING TO THE PROHIBITION OF OPERATION OF ELECTRIC BICYCLES ON DECLARED PORTIONS OF PUBLIC PROPERTY, AND FINDING THE ORDINANCE NOT SUBJECT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT”

19. DECLARATION OF THE WHISPERING HILLS SITE AS SURPLUS LAND AND AUTHORIZATION FOR STAFF TO ISSUE A NOTICE OF AVAILABILITY PURSUANT TO THE CALIFORNIA SURPLUS LAND ACT RECOMMENDED ACTION: 1. Adopt a Resolution entitled: “A MAKING FINDINGS AND DECLARING, PURSUANT TO GOVERNMENT CODE SECTION 54221, THAT CERTAIN REAL PROPERTY LOCATED ALONG LAKE FOREST DR, BETWEEN VINTAGE WOODS ROAD AND DIMENSION DRIVE, IDENTIFIED WITH ASSESSOR’S PARCEL NUMBER 613-621-18, IS SURPLUS LAND, APPROVING THE NOTICE OF AVAILABILITY THEREFOR, AUTHORIZING THE CITY MANAGER TO COMPLY WITH THE SURPLUS LAND ACT AND TAKING RELATED ACTIONS, FINDING THAT SUCH DECLARATION IS EXEMPT FROM ENVIRONMENTAL REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO SECTIONS 15060(C) (3) AND 15312 OF THE STATE CEQA GUIDELINES AND DIRECTING STAFF TO ISSUE A NOTICE OF EXEMPTION” 2. Authorize staff to issue a Notice of Availability (“NOA”) to the California Department of Housing and Community Development (“HCD”) and all entities required under the Surplus Land Act (Government Code §54220 et seq.). 3. Find, pursuant to the California Environmental Quality Act (“CEQA"), that declaring the property as surplus land, approving the form of the Notice of Availability, and authorizing the City Manager to comply with the Surplus Land Act, will not result in a direct or reasonably foreseeable indirect physical change in the environment and therefore is not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3). Alternatively, find that the action is exempt from CEQA pursuant to CEQA Guidelines Section 15312 (Surplus Government Property), because the property is not located in an area of statewide, regional, or area-wide concern. Direct staff to file a Notice of Exemption.

LAKE FOREST MUNICIPAL CODE AMENDMENTS RELATED TO GROUP HOMES, RESIDENTIAL CARE FACILITIES, AND BOARDING HOUSES RECOMMENDED ACTION: Conduct second reading of and adopt an Ordinance Entitled: “AN ORDINANCE OF THE CITY COUNCIL OF THE SECTIONS OF THE LAKE FOREST MUNICIPAL CODE ALLOWING GROUP HOMES FOR THE BENEFIT OF THE DISABLED; AND FINDING THE ACTION TO BE EXEMPT FROM CEQA UNDER STATE CEQA GUIDELINES §15060(c)(2), 15060(c)(3), AND 15061(b)(3).”

8. NOTICE OF COMPLETION FOR RANCHO PARKWAY & LAKE FOREST DRIVE STREET IMPROVEMENTS, JERONIMO ROAD & LAKE FOREST DRIVE IMPROVEMENTS , AND LOS ALISOS BOULEVARD & ROCKFIELD BOULEVARD INTERSECTION IMPROVEMENTS RECOMMENDED ACTION: 1. Find that All American Asphalt has completed construction of Rancho Parkway & Lake Forest Drive Street Improvements (24T05), Jeronimo Road & Lake Forest Drive Improvements (24T06), and Los Alisos Boulevard & Rockfield Boulevard Intersection Improvements (24T07). 2. Approve the Notice of Completion and authorize the Mayor to execute the document on behalf of the City. 3. Authorize the City Clerk to submit Notice of Completion for recordation to the Office of the County Recorder of Orange County within fifteen days of the City Council approval, as required by Section 9204 of the California Civil Code. 4. Authorize staff to release any unencumbered retention in accordance with California law.

9. AWARD OF PROFESSIONAL CONSULTANT SERVICES AGREEMENT TO JACOB GREEN AND ASSOCIATES FOR EMERGENCY MANAGEMENT TRAINING AND EXERCISE PROGRAM RECOMMENDED ACTION: 1. Award an Agreement with a compensation amount of $114,500 to Jacob Green & Associates for development and implementation of a comprehensive Emergency Management Training and Exercise Program. 2. Authorize the Mayor to sign, and the City Clerk to attest, the Professional Consultant Services Agreement with Jacob Green & Associates, substantially in the form attached.
