CONFERENCE WITH LABOR NEGOTIATORS PURSUANT TO GOVERNMENT CODE SECTION 54957.6 AGENCY DESIGNATED REPRESENTATIVE: MAYOR AND CITY MANAGER UNREPRESENTED EMPLOYEE(S): ALL EMPLOYEES RECOMMENDED ACTION: Conduct closed session. RECESS: City Council will recess to Closed Session for the purpose of conducting regular City business. RECONVENE: City Council will reconvene to continue regular City business.

10. NATURE PARK, LAKE FOREST PARK, AND PEACHWOOD PARK IMPROVEMENT PROJECTS CONSTRUCTION CONTRACT AWARD RECOMMENDED ACTION: 1. Approve contract documents for construction of the Nature Park, Lake Forest Park & Peachwood Park Improvement Projects. 2. Award a contract in the amount of $211,700 to R.E. Schultz Construction, Inc. 3. Reject all other bids received and authorize return of the bid bonds upon receipt of the executed contract documents from R.E. Schultz Construction, Inc. 4. Authorize the Mayor to sign, and the City Clerk to attest the contract with R.E. Schultz Construction, Inc.

11. ACCEPTANCE OF USA PORTOLA WEST LLC IMPROVEMENTS AND RELEASE OF BONDS FOR TRACT 17826 RECOMMENDED ACTION: 1. Accept as complete the tract improvements and monumentation constructed by USA Portola West LLC, a California Limited Liability Company for Tract 17826. 2. Authorize the City Clerk to release the following bonds: a. Subdivision Faithful Performance Bond and Subdivision Labor and Materials Bond, each in the amount of $26,841.57, for slope landscaping and irrigation improvements; b. Subdivision Faithful Performance Bond and Subdivision Labor and Materials Bond, each in the amount of $21,469.75, for tract civil improvements; c. Subdivision Faithful Performance Bond and Subdivision Labor and Materials Bond, each in the amount of $42,960.80, for improvements to Saddleback Ranch Road adjacent to Tract 17826; d. Monumentation Bond in the amount of $55,000. 3. Authorize the City Clerk to release the Subdivision Warranty Bonds for all improvements in the amount of $316,080.32 one year after acceptance of the improvements for Tract 17826 with the concurrence of the Director of Public Works/City Engineer.

12. RENEWAL OF CLOUD SERVICE AGREEMENT WITH GRANICUS, LLC. RECOMMENDED ACTION: 1. Approve the renewal of the Cloud Service Agreement with Granicus, LLC, for automated agenda management services in the amount of $26,101.15. 2. Authorize the Mayor to sign, and the City Clerk to attest, the renewal with Granicus, LLC, substantially in the form attached.

13. REVISION TO CLASSIFICATION PLAN AND COMPENSATION SCHEDULE FOR FISCAL YEAR 2026-27 RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION ADOPTING A REVISED CLASSIFICATION PLAN AND COMPENSATION SCHEDULE.

14. AWARD OF PROFESSIONAL CONSULTANT SERVICES AGREEMENT FOR THE DESIGN OF THE LAKE FOREST SPORTS PARK RENOVATIONS (24P01) AND ETNIES SKATE PARK BUILDING IMPROVEMENTS (27F06) RECOMMENDED ACTION: 1. Award a Professional Consultant Services Agreement (“Agreement”) to BOA Architecture, Inc., in the amount of $167,000 for the design of the Lake Forest Sports Park and Recreation Center Renovations and Etnies Skate Park Building Improvements. 2. Authorize the Mayor to sign, and the City Clerk to attest to the Agreement with BOA Architecture, Inc., substantially in the form attached.

Recognize the volunteers who helped plan and produce the 2026 Lake Forest 4th of July Parade. 2. Recognize the groups that provided police services, street closures, street cleaning, and ambulatory services. 3. Recognize the parade sponsors. 4. Present awards to the winning parade entries.
