3.2 FISCAL YEAR (FY) 2022-23 MIDYEAR BUDGET REVIEW & ADJUSTMENTS AND\nPRESENTATION OF THE FY 2023-24 REVISED BUDGET PREPARATION CALENDAR -\nStaff recommends the City Council adopt the noted changes for inclusion into the City’s FY 2022-23\nRevised Budget and direct staff to make all related adjustments to the City’s budget appropriations\nand receive and file the FY 2023-24 Revised Budget Preparation Calendar and provide direction to\nstaff regarding the preparation of the upcoming budget.

3.3 LAKEWOOD YOUTH HALL OF FAME PROGRAM - Staff recommends the City Council\nauthorize Mayor to approve the Lakewood Youth Hall of Fame Regulations with the addition of the\nJoe Esquivel Coach of the Year Award.

RI-10 APPROVE AMENDMENT NO.2 WITH THE LOS ANGELES COUNTY FLOOD CONTROL\nDISTRICT (LACFCD) – SAFE CLEAN WATER PROGRAM (SCWP) FOR REGIONAL\nPROGRAM FUNDS FOR BOLIVAR PARK AND MAYFAIR PARK - Staff recommends the City\nCouncil approve Amendment No. 2 for Bolivar Park and Mayfair Park establishing terms and\nconditions for the transfer of Safe, Clean Water Program funds to the City, and authorize the Mayor\nto sign Amendment No. 2 for both the Bolivar Park and Mayfair Park with the Los Angeles County\nFlood Control District to continue to receive funds through the Safe, Clean Water Program.

RI-11 ARCHITECTURAL SERVICES AUTHORIZATION – DAHLIN GROUP – CITY HALL\nOFFICE IMPROVEMENTS MASTER PLAN - Staff recommends the City Council appropriate\nfunds for City Hall Office Improvements Master Plan ($100,000) from the reserve for Capital\nImprovements; and authorize work for the City Hall Office Improvements Master Plan per the\nDahlin Group proposal dated December 15, 2022, in an amount not-to-exceed $88,500, and\nauthorize the Mayor to sign the proposal.\nREPORTS:

RI-7 FINDING AND DETERMINING THAT THERE IS A NEED TO CONTINUE TAKING\nEMERGENCY ACTION REGARDING THE NEED TO MAKE REPAIRS TO THE BOLIVAR\nPARK STORMWATER CAPTURE BUILDING AND EQUIPMENT; RESOLUTION NO. 2023-4\n- Staff recommends City Council adopt proposed resolution.

RI-8 AGREEMENT FOR 2023 PAN AM FIESTA AMUSEMENT RIDES - Staff recommends the City\nCouncil authorize the Mayor to execute the Agreement for the 2023 Pan Am Fiesta Amusement\nRides subject to approval as to legal form by the City Attorney.

RI-9 ADDITIONAL CONSULTING SERVICES FOR MAYFAIR WATER CAPTURE PROJECT BY\nWILLDAN ENGINEERING, INC. - Staff recommends the City Council authorize Willdan\nEngineering, Inc to provide additional Construction Management services during construction for\nthe Mayfair Park Water Capture Project in amount of $165,640.83 under their existing on-call\nEngineering Services Agreement and authorize the Mayor to sign the authorization.
