2.1 SECOND READING AND ADOPTION OF ORDINANCE NO. 2023-1; AMENDING\nARTICLE IX OF THE LAKEWOOD MUNICIPAL CODE PERTAINING TO ACCESSORY\nDWELLING UNITS (ADUs) AND JUNIOR ACCESSORY DWELLING UNITS (JADUs) - Staff\nrecommends City Council adopt the proposed ordinance.

2.2 SECOND READING AND ADOPTION OF ORDINANCE NO. 2023-2; AMENDING\nARTICLE IX OF THE LAKEWOOD MUNICIPAL CODE PERTAINING TO THE\nPROHIBITION OF SHORT-TERM RENTALS - Staff recommends City Council adopt the\nproposed ordinance.

2.3 APPOINTMENT TO COMMUNITY SAFETY COMMISSION, RESOLUTION NO. 2023-19 -\nStaff recommends City Council adopt proposed resolution.\nREPORTS:

3.1 AWARD OF BID FOR PUBLIC WORKS PROJECT NO. 2023-5, CEILING LIGHTING &\nCEILING TILE REPLACEMENT TO THE EXISTING CENTRE - Staff recommends City Council\nreject the bid proposals from EBSA Construction and TJ Construction; deny EBSA Construction and\nTJ Construction and Remodeling Inc. the contract on bases of non-responsive bids; adopt the plans,\nspecifications, and working details for the project; award a contract in the amount of $473,100 to the\nthird low bidder J. Kim Electric, and authorize the Mayor to sign the contract in a form approved by\nthe City Attorney; authorize staff to approve a cumulative total of change orders, as necessary not to\nexceed $95,000; appropriate $220,000 from the reserve for Capital Improvements for the project\nfrom Measure L.

3.2 WILLDAN AUTHORIZATION - ELECTRICAL, HVAC & ROOF IMPROVEMENTS PROJECT\n- Staff recommends City Council authorize work for project per Willdan’s proposal dated\nApril 13, 2023, in an amount not-to-exceed $204,964, and authorize the Mayor to sign the proposal.

3.3 PAN AM FIESTA PREVIEW - Staff recommends City Council received and file the report.

RI-10 APPROVAL OF DESIGNATION OF APPLICANT’S AGENT RESOLUTION FOR\nNON-STATE AGENCIES - Staff recommends City Council approve the California Governor’s\nOffice of Emergency Services Designation of Applicant’s Agent for Non-State Agencies,\ndesignating the City Manager, Director of Finance and Administrative Services, and Director of\nPublic Safety as authorized agents to execute assurances and agreements on behalf of the City of\nLakewood for the purpose of receiving federal and state financial assistance.

RI-11 EXCEL BRIDGE MANUFACTURING AUTHORIZATION - RYNERSON BRIDGE\nREFABRICATION - Staff recommends City Council Appropriate funds for Rynerson Bridges\nRefabrication ($50,000) from the reserve for Capital Improvements from Measure L; and authorize\nwork per the Excel Bridge Manufacturing Company proposal dated April 13, 2023, in an amount\nnot-to-exceed $95,000, and authorize the Mayor to sign the proposal.

RI-12 ALLOCATE ADDITIONAL FUNDS FOR SIDEWALK SERVICE REQUEST REPAIRS - Staff\nrecommends City Council authorize Measure R funds in the amount of $250,000 to be utilized for\nsidewalk repairs citywide; and authorize Measure M funds in the amount of $250,000 to be utilized\nfor sidewalk repairs citywide.\nApril 25, 2023\nLEGISLATION:

RI-9 APPROVAL OF SIGNING A PROTEST LETTER AGAINST THE WATER REPLENISHMENT\nDISTRICT OF SOUTHERN CALIFORNIA FOR A PROPOSED UPPER LIMIT\nREPLENISHMENT ASSESSMENT INCREASE OF 8.7% FOR FISCAL YEAR 2023-2024 - Staff\nrecommends City Council approve signing of a protest letter against WRD’s proposed upper limit\nRA increase of 8.7% and authorize Mayor to sign on behalf of City.
