2.1 SECOND READING AND ADOPTION OF ORDINANCE NO. 2023-6; REGARDING\nAMENDING THE CITY OF LAKEWOOD MUNICIPAL CODE TO UPDATE AND ADD\nVARIOUS REGULATIONS INCLUDING THOSE REGARDING PUBLIC NUISANCES OF\nBEES/WASPS AND BIRD FEEDING, WASTE HAULER ENFORCEMENT, FRONT YARD\nSAFETY AND PARKING STANDARDS, WALL/FENCE/HEDGE HEIGHT REVIEW\nPROCEDURES, APPEAL TIMELINES AND OTHERS - Staff recommends the City Council\nadopt the proposed ordinance.\nREPORTS:

1.1 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM CONSOLIDATED\nANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) - Staff recommends City\nCouncil hold a public hearing to solicit citizen comments on the City’s Consolidated Annual\nPerformance and Evaluation Report for fiscal year July 1, 2022 through June 30, 2023, and direct\nstaff to take into consideration all comments received and submit those comments, if any, along\nwith the CAPER to the local HUD office.\nLEGISLATION:

3.1 FALL/WINTER RECREATION PROGRAMS AND EVENTS - Staff recommends City Council\nreceive and file the report.

RI-10 INSTALLATION OF A DISABLED PERSON DESIGNATED PARKING SPACE AT\n4129 ANDY STREET, RESOLUTION NO. 2023-63 - Community Safety Commission\nrecommends City Council adopt proposed resolution.

RI-11 INSTALLATION OF A DISABLED PERSON DESIGNATED PARKING SPACE AT\n4142 ANDY STREET, RESOLUTION NO. 2023-64 - Community Safety Commission\nrecommends City Council adopt proposed resolution.

RI-12 NOTICE OF COMPLETION – REHAB STEEL WATER TANKS 1 & 2 - PW 22-06 - Staff\nrecommends City Council accept the work constructed by Advanced Industrial Services, Inc. of Los\nAlamitos in the amount of $316,300.00 and authorize the City Clerk to file the Notice of\nCompletion for the project.

RI-13 PURCHASE OF BANQUET CHAIRS AND TABLES FOR THE CENTRE AND PARKS\nFACILITIES - Staff recommends City Council approve the purchase of tables and chairs from\nMityLite under CMAS purchasing contract at proposed price not to exceed $118,614.16.

RI-14 AGREEMENT AMENDMENT WITH LOS ANGELES COUNTY FOR COMMUNITY\nPROSECUTOR PROGRAM - Staff recommends City Council approve an amendment to the\nagreement with Los Angeles County through the Office of the District Attorney for the Community\nProsecutor Program, and authorize the Mayor to sign the agreement in a form as approved by the\nCity Attorney.

RI-15 UPDATE ON PUBLIC WORKS PROJECT NO. 2023-03, CIVIC CENTER MODULAR OFFICE\nTRAILER SITE WORK AND INTERIOR IMPROVEMENTS- Staff recommends the City\nCouncil authorize staff to approve a cumulative total of change orders, as necessary not to\nexceed $66,800.\nPUBLIC HEARINGS:

RI-4 MEETING REPORTS AND AUTHORIZATIONS PURSUANT TO AB1234 - Staff recommends\nCity Council receive and file the report.

RI-5 MONTHLY REPORT OF INVESTMENT TRANSACTIONS - JULY 2023 - Staff recommends\nCity Council receive and file the report.

RI-6 REAPPOINTMENT TO THE SOUTHEAST LOS ANGELES COUNTY WORKFORCE\nDEVELOPMENT BOARD - Staff recommends City Council approve reappointment of Mark\nDameron to Southeast Los Angeles County Workforce Development Board of Directors.

RI-7 APPOINTMENTS TO PROJECT SHEPHERD BOARD - Staff recommends City Council\nreappoint Thaddeus McCormack, City Manager, Valarie Frost, Director of Recreation and\nCommunity Services, and Jose Gomez, Director of Finance and Administrative Services, to the\nProject Shepherd Board, in their current roles, for an additional term of three years, to\nSeptember 2026.

RI-8 AMENDMENT NO. 2 TO AGREEMENT FOR TRAFFIC SIGNAL MAINTENANCE WITH\nTHE CITIES OF BELLFLOWER AND CERRITOS – Staff recommends City Council approve\nAmendment No. 2 for traffic signal maintenance and authorize the City Manager to sign the\namendment in a form approved by the City Attorney.

RI-9 EXTENSION OF MEMORANDUM OF UNDERSTANDING FOR USE OF CITY OWNED\nPARCEL FOR FARMERS MARKET - Staff recommends City Council approve the extension of\nthe Memorandum of Understanding with Farmers Marketplace of Lakewood for a weekly farmers\nmarket.
