1.2.a) INTRODUCTION OF ORDINANCE NO. 2024-3; PERTAINING TO DEVELOPMENT\nSTANDARDS FOR MIXED USE DEVELOPMENT IN THE C1, C-3, C-4 AND M-1 ZONES -\nThe Planning and Environment Commission recommends City Council introduce proposed\nordinance and approve the associated CEQA exemption.\n1.2.b) RESOLUTION NO. 2024-18; DECLARING INTENTION TO FORM AN ENHANCED\nINFRASTRUCTURE FINANCING DISTRICT (EIFD); ESTABLISH THE LAKEWOOD EIFD\nPUBLIC FINANCE AUTHORITY; AND APPOINTMENT OF MEMBERS TO THE EIFD\nPUBLIC FINANCE AUTHORITY - Staff recommends the City Council adopt the proposed\nresolution, declaring its intention to establish the Lakewood Enhanced Infrastructure Financing\nDistrict (EIFD) and establishing the Lakewood EIFD Public Financing Authority (PFA); and\nappoint two members of the City Council to the Public Financing Authority Board, and appoint\none member of the City Council as alternate Board member.

RI-10 AGREEMENT WITH PRECISION CONCRETE CUTTING FOR TRIP HAZARD REMOVAL\nSERVICES - Staff recommends the City Council approve the agreement for Precision Concrete\nCutting and upon approval of the City Attorney as to form, authorize its execution by the Mayor.

RI-11 PROPOSAL WITH ARDURRA – NEIGHBORHOOD TRAFFIC CALMING STUDY - Staff\nrecommends the City Council approve the appropriation of $33,000 from the General Fund, for the\nengineering services related to the neighborhood traffic calming study; and authorize Ardurra’s\nengineering services to provide the neighborhood traffic calming study services, under their\nexisting Agreement for Engineering Services, in an amount of $32,795, and authorize the Mayor to\nsign the proposal.

RI-12 CONSTRUCTION MANAGEMENT SERVICES FOR TOT LOT PLAYGROUND\nIMPROVEMENTS TO BISCAILUZ PARK & PLAYGROUND IMPROVEMENTS TO BOYAR\nPARK - Staff recommends the City Council authorize Ardurra’s engineering services to provide the\nconstruction management assistance, under their existing Agreement for Engineering Services, in\nan amount of $90,919.50, and authorize the Mayor to sign the proposal.

RI-13 AGREEMENT WITH SOUNDTHINKING, INC. FOR SHOTSPOTTER PILOT PROJECT - Staff\nrecommends the City Council approve an agreement with SoundThinking, Inc. for ShotSpotter\nSubscription Based services for a period of 39-months, inclusive of a 3-month evaluation period\nand option to discontinue services within 10 calendar days following the evaluation period, for a\ntotal cost of $212,355, and authorize the Mayor to sign the agreement in a form as approved by the\nCity Attorney.\nPUBLIC HEARINGS:

RI-9 2024 FIREWORKS STAND PERMIT APPLICATION APPROVALS - Staff recommends City\nCouncil approve the applications for firework stand permits for the attached 25 organizations and\nauthorize staff to issue permits for temporary fireworks stands to these organizations.
