2.1 ADOPTION OF SIGNATURE RESOLUTIONS FOR THE REORGANIZATION OF THE CITY\nCOUNCIL – It is recommended City Council adopt proposed resolutions.\na. Resolution No. 2025-39; Authorizing City Treasurer to Deposit Funds for Safekeeping and\nInvestment and Authorizing Withdrawal of Funds from Depositories\nb. Resolution No. 2025-40; Authorizing Use of Facsimile Signature of Mayor in Execution of\nPublic Securities and Instruments of Payment\nc. Resolution No. 2025-41; Authorizing Use of Facsimile Signature of Vice Mayor in Execution of\nPublic Securities and Instruments of Payment\nREPORT:

1.1.a CONFIRMING REPORT OF DELINQUENT FEES AND CHARGES FOR GARBAGE, WASTE\nAND REFUSE COLLECTION AND DISPOSAL, RESOLUTION NO. 2025-37 - It is\nrecommended City Council hold a public hearing and adopt proposed resolution confirming Report\nof Delinquent Fees.\n1.1.b COLLECTION OF 90-DAY DELINQUENT ADMINISTRATIVE CITATION FINES,\nRESOLUTION NO. 2025-38 - It is recommended City Council conduct lien hearing pursuant to\nLMC Section 4908.3 and consider all competent evidence presented related to any outstanding\ndelinquent fine amounts, late fees, and related costs from fiscal year 2023-2025; adopt proposed\nresolution finding that final list of delinquent 2023-25 fines and related costs due to City as cost of\nnuisance abatement; order outstanding delinquent fines to be paid; and direct staff to forward final\nlist of unpaid fines to County Tax Assessor for collection as a lien on related property, as part of the\nannual property tax assessment.\nLEGISLATION:

3.1 DECLARING JULY AS PARKS MAKE LIFE BETTER! MONTH; RESOLUTION NO. 2025-42 –\nIt is recommended City Council adopt the proposed resolution declaring the month of July as Parks\nMake Life Better! month as part of the CPRS campaign to encourage cities to maintain parks and\nrecreation programs and facilities in the forefront of public policy.

RI-1 PERSONNEL TRANSACTIONS - It is recommended City Council approve report of personnel\ntransactions.

RI-2 REGISTERS OF DEMANDS - It is recommended City Council approve registers of demands.

RI-3 CITY COUNCIL COMMITTEES’ ACTIVITIES - It is recommended City Council receive and file\nthe report.

RI-4 MONTHLY REPORT OF INVESTMENT TRANSACTIONS - MAY 2025 - It is recommended\nCity Council receive and file the report.

RI-5 RIGHT-OF-WAY USE AGREEMENT WITH THE GATEWAY CITIES COUNCIL OF\nGOVERNMENTS FOR THE INSTALLATION, MAINTENANCE, AND OPERATION OF THE\nGATEWAY CITIES REGIONAL FIBER OPTIC NETWORK WITHIN THE CITY’S\nBOUNDARIES - It is recommended City Council approve Right-of-Way Use Agreement between\nCity and Gateway Cities Council of Governments for installation, maintenance, and operation of\nGateway Cities Regional Fiber Optic Network on City’s rights-of-way; and authorize City Manager\nor designee to administer Agreement, including approving finalized plans and any other actions in\nconnection with Agreement.\nJuly 8, 2025\nPUBLIC HEARING:
