1.1 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM CONSOLIDATED\nANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) - It is recommended City\nCouncil hold a public hearing to solicit citizen comments on the City’s Consolidated Annual\nPerformance and Evaluation Report for fiscal year July 1, 2024 through June 30, 2025, and direct\nstaff to take into consideration all comments received and submit those comments, if any, along with\nthe CAPER to the local HUD office.\nREPORTS:

3.1 LAKEWOOD BOULEVARD – PAVING CHANGE ORDER AND WILLDAN PROPOSAL - It is\nrecommended that City Council increase appropriation of special restricted SB1 (RMRA) funds\ntoward project in amount of $1,727,802; increase appropriation of special restricted Proposition C\nfunds toward project in amount of $1,000,938; authorize staff to approve change order for inclusion\nof Lakewood Boulevard in amount of $2,315,740; authorize staff to approve change order for\ninclusion of ten (10) speed feedback signs in amount of $100,000; authorize staff to approve change\norder for inclusion of raised median modifications at intersection of Carson Street and Obispo\nAvenue in amount of $21,000; and increase project contingency by additional $275,000 for total of\n$2,275,000.

RI-9 AGREEMENT AMENDMENT WITH ALL CITY MANAGEMENT SERVICES FOR\nCROSSING GUARD SERVICES - It is recommended that City Council authorize additional\nappropriation of $45,000 from General Fund Reserves to FY 2025-2026 Budget for two (2)\nadditional dedicated contract crossing guards, and approve agreement amendment with All City\nManagement Services to increase number of dedicated crossing guards from 10 to 12 for remainder\nof term, through June 30, 2026, and authorize Mayor to sign agreement amendment in form\napproved by City Attorney.
