1.1 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM CONSOLIDATED\nANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) - It is recommended City\nCouncil hold a public hearing to solicit citizen comments on the City’s Consolidated Annual\nPerformance and Evaluation Report for fiscal year July 1, 2024 through June 30, 2025, and direct\nstaff to take into consideration all comments received and submit those comments, if any, along with\nthe CAPER to the local HUD office.\nREPORTS:

3.1 LAKEWOOD BOULEVARD – PAVING CHANGE ORDER AND WILLDAN PROPOSAL - It is\nrecommended that City Council increase appropriation of special restricted SB1 (RMRA) funds\ntoward project in amount of $1,727,802; increase appropriation of special restricted Proposition C\nfunds toward project in amount of $1,000,938; authorize staff to approve change order for inclusion\nof Lakewood Boulevard in amount of $2,315,740; authorize staff to approve change order for\ninclusion of ten (10) speed feedback signs in amount of $100,000; authorize staff to approve change\norder for inclusion of raised median modifications at intersection of Carson Street and Obispo\nAvenue in amount of $21,000; and increase project contingency by additional $275,000 for total of\n$2,275,000.

3.2 FALL/WINTER RECREATION PROGRAMS AND EVENTS – It is recommended City Council\nreceive and file the report.

RI-10 SEWER SYSTEM MANAGEMENT PLAN UPDATE - It is recommended City Council approve\nand direct staff to submit the City’s Sewer System Management Plan.\nPUBLIC HEARINGS:

RI-2 PERSONNEL TRANSACTIONS - It is recommended City Council approve report of personnel\ntransactions.

RI-3 REGISTERS OF DEMANDS - It is recommended City Council approve registers of demands.

RI-4 CITY COUNCIL COMMITTEES’ ACTIVITIES - It is recommended City Council receive and file\nthe report.

RI-5 MEETING REPORTS AND AUTHORIZATIONS PURSUANT TO AB1234 - It is recommended

RI-6 MONTHLY REPORT OF INVESTMENT TRANSACTIONS - JULY 2025 - It is recommended

RI-7 EXTENSION OF MEMORANDUM OF UNDERSTANDING FOR USE OF CITY OWNED\nPARCEL FOR FARMERS MARKET - It is recommended City Council approve the extension of\nthe Memorandum of Understanding between the Operators and the City of Lakewood for a weekly\nfarmers market.

RI-8 RESOLUTION NO. 2025-55 AND RESOLUTION NO. 2025-56; AUTHORIZING CHANGES\nTO PARKING RESTRICTIONS ON INDUSTRY AVENUE, 36TH STREET, BIXBY ROAD\nAND COVER STREET - It is recommended City Council adopt the proposed resolution.

RI-9 AGREEMENT AMENDMENT WITH ALL CITY MANAGEMENT SERVICES FOR\nCROSSING GUARD SERVICES - It is recommended that City Council authorize additional\nappropriation of $45,000 from General Fund Reserves to FY 2025-2026 Budget for two (2)\nadditional dedicated contract crossing guards, and approve agreement amendment with All City\nManagement Services to increase number of dedicated crossing guards from 10 to 12 for remainder\nof term, through June 30, 2026, and authorize Mayor to sign agreement amendment in form\napproved by City Attorney.
