1.1 INTRODUCTION OF ORDINANCE NO. 2026-4; AMENDING THE LAKEWOOD MUNICIPAL\nCODE PERTAINING TO PROVISIONS FOR THRIFT STORES AND AMENDING VARIOUS\nPROVISIONS OF CHAPTER 3 ARTICLE IX (DEFINITIONS) INCLUDING AN EXEMPTION\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PER CEQA\nGUIDELINES SECTION 15061(b)(3) - It is recommended City Council hold a public hearing,\nintroduce proposed ordinance, and approve the associated Categorical Exemption.\nREPORTS:

3.1 2025 GENERAL PLAN ANNUAL PROGRESS REPORT - It is recommended City Council review\nthe General Plan Annual Progress Report, receive and file the General Plan Annual Progress Report\nand direct staff to submit it to HCD and LCI prior to the April 1 deadline as required by the state.

3.2 AWARD OF BID - PUBLIC WORKS CONTRACT 23-1 PALMS PARK COMMUNITY CENTER\nIMPROVEMENTS PROJECT - It is recommended City Council 1) Adopt the plans, specifications,\nand working details for the subject project; 2) Waive the immaterial irregularities in the Nazerian\nGroup’s bid proposal; 3) Award a contract for the “Palms Park Community Center Improvements\nProject,” Public Works Contract 23-01, in the amount of $7,022,415 to the low bidder The Nazerian\nGroup and authorize the Mayor to sign the contract in a form approved by the City Attorney;\n4) Authorize staff to approve a cumulative total of change orders, as necessary not to exceed\n$1,155,000; and 5) Authorize staff to execute lease agreements for temporary mobile office and\nrestroom facilities and associated temporary utilities in a combined amount not to exceed $155,000.

RI-6 RENEWAL OF AGREEMENT FOR ON-CALL HAZARDOUS WASTE REMOVAL SERVICES\nAND INCREASE NOT TO EXCEED AMOUNT WITH OCEAN BLUE ENVIRONMENTAL\nSERVICES, INC - It is recommended City Council renew the environmental services agreement\nwith Ocean Blue Environmental Services, Inc., for a period ending June 30, 2027, increase the not-\nto-exceed amount to $150,000 per year, and authorize the Mayor and City Clerk to sign the\namendment in a form approved by the City Attorney.

RI-7 REQUEST FOR APPROVAL OF SUBSTITUTION OF SUBCONTRACTOR - PW CONTRACT\n22-07 - It is recommended City Council approve the request for substitution of Masa Construction\nInc. with Rite-Way Roof Corporation as submitted by New Dynasty Construction Co., the General\nContractor for “Weingart Sr. Center Renovation Project” project, Public Works Contract 22-07.\nPUBLIC HEARINGS:
